Could you please disclose how many council employees have been suspended over allegations of fraud? How many of those were suspended on full pay?

Northumberland County Council confirms that it holds the information in
relation to your request.  

  

Q.1 Could you please disclose how many council employees have been
suspended over allegations of fraud?  

A.1 For the time period in question, any potential disciplinary matters
were not formally categorised or recorded by type. We are therefore unable
to provide any accurate figures.  
   

Q.2 How many of those were suspended on full pay?  

A.2 Information not held in line with response to question one.  

  
Q.3 If you are able to, please provide some details on the type of
fraud committed  

A.3 This information will not be provided pursuant to Section 40(2) of the
Freedom of Information Act – third party personal information: We do not
disclose data which could identify individual employees or discuss
specific details of potential disciplinary cases.  

  
Exemptions  
  
The Freedom of Information Act sets out various exemptions to the right of
access. Section 40(2) of the Act makes provision for public authorities to
refuse requests for information where the information constitutes personal
data and disclosing it would breach the principles of fair and lawful
processing set out in the General Data Protection Regulations and Data
Protection Act 2018.  
  
The wording of the exemption set out in the Act states:  
  
“40 - personal information  
(1) Any information to which a request for information relates is exempt
information if it constitutes personal data of which the applicant is the
data subject.  
  
(2) Any information to which a request for information relates is also
exempt information if—  
(a) it constitutes personal data which does not fall within subsection
(1), and  
(b) the first, second or third condition below is satisfied.  
  
(3A) The first condition is that the disclosure of the information to a
member of the public otherwise than under this Act—  
(a) would contravene any of the data protection principles, or  
(b) would do so if the exemptions in section 24(1) of the DPA 2018 (manual
unstructured data held by public authorities) were disregarded.  
  
(3B) The second condition is that the disclosure of the information to a
member of the public otherwise than under this Act would contravene
Article 21 of the GDPR (general processing: right to object to
processing)”
