Liverpool is immersed in Fractional Selling alleged criminality and failed developments [see Fraud Squad Investigation]:

[8] Fox St Village - part allegedly in dangerous condition
[9] Herculaneum Quay
[10] [Probably] Eldon Grove
This has caused the potential loss to investors of tens of millions of pounds, and is catastrophic to Liverpool's reputation as' a city to invest in'

Liverpool City Council has ignored every part of my FOI
[1] I put in this FOI on the 4th April 2019 - I received a response on the 8th August 2019. It was not a complex FOI, and I only received a response because I contacted the City Solicitor and the CEO, Tony Reeves - please explain
The Fractional Investment & Development Scrutiny Panel was extremely important as so many investors have lost tens of thousands of pounds, equating to a global loss of millions of pounds in terms of developments in Liverpool....yet there are no printed Minutes for any of the meetings
[2]Question 1/Request 1....I asked for the missing Minutes of the meetings. This request was completely ignored and I was told that the agendas were available...I KNEW THAT!.

LCC QUOTE - "With regard to any materials discussed during informal meetings these were provided by
third parties and returned to third parties and as such information thereof is not in the control
or possession of the City Council"
[3] The Fractional Investment & Development Scrutiny Panel meetings were NOT informal . They were formal LCC meetings. They had the same format as every other meeting, with formal agendas overseen by an LCC officer, Ann Coy. Please explain, then, why this untrue statement was quoted in this FOI

LCC QUOTE - "The Minutes of such meetings, once finalised, will be
published to the website once the final report of the Scrutiny Panel has been prepared and
published.

[4] The Minutes of meetings are always published within weeks [max] of a meeting taking place...and yet after the first meeting there are no Minutes. Minutes have nothing to do with any final report. Please explain why LCC did not follow normal procedures?

well-resourced, are able to recruit high-calibre members and that their scrutiny
functions pay particular attention to issues surrounding:
• rights of access to documents by the press, public and councillors; !!!!!!!!!!!!!!!!!!!!
• transparent and fully recorded decision-making processes, especially
avoiding decisions by ‘unofficial’ committees or working groups; !!!!!!!!!!!!!!!!!!
• delegated decisions by the Mayor; !!!!!!!!!!!!!
• whistleblowing protections for both staff and councillors; and
• powers of Full Council, where applicable, to question and review

[1] The Agenda Reports Packs for this scrutiny Panel only contains the agenda - why?

[2] If you then click on agenda items, [eg - LCC Due Diligence Policies - it just takes you back to the Agenda. - why?

Dear Information Requests,
Your Internal Review response took 3 MONTHS from the date of my request...as usual, no reason given.
To say that all information discussed within this scrutiny panel has been returned to so-called 'third party' entities is highly suspicious
Below is a list of developments that have mostly used the Fractional Sales model...most of them liquidated, owing tens of millions to investors...some passed on to other highly suspect individuals. [eg Chinatown - silence - no activity whatsoever]
I warned Roger Mann about Antonio Garcia Walker and his involvement in the Metalworks. I told Mr Mann that this development would go the same way as all the others...and that it needed to be refused in Planning. I was ignored......the Metalworks is still a pile of rubble....although investors have handed over millions!!!
I have sent a file to the ICO and am waiting for the confirmation letter
The so-called 'report' will undoubtedly circumvent the real issues concerning so-called 'developers' who are permitted to run riot in the city, completely destroying Liverpool's reputation as a place to invest

it took LCC 20 months to answer my FOI - only after my complaint to ICO did they reluctantly reply and of course no explanation -
