Dear Northern Health and Social Care Trust (Northern Ireland),

I am writing to make a request for all the following information which I am entitled to under the Freedom of Information Act 2000 from the Health and Social Care Trust Adoption and Foster Carers Department.

Please can you provide me with the following:
1. Details of the Foster Carer Retainer fee in operation within the trust area (fee paid when for any period of time when a foster carer does not have a foster child living with them.)
2. Duration (total number of days/ weeks) the Foster Carer Retainer fee is paid.
3. A copy of the trust’s policy governing fee payments (payment in addition to allowances) to foster carers.
4. A copy of the trust’s equality impact assessment and human rights impact assessment associated with the fee payment policy for foster carers.
5. Total number of days holiday entitlement (annual leave) which foster carers receive annually.
6. A copy of the policy which governs holiday entitlement or any arrangement where holiday entitlement is paid for in lieu or other comparable arrangement.
7. Number of Foster Carers (fee paid/ non fee paid) in receipt of holiday entitlement or payment.
8. Details of entitlement to sickness pay/leave for foster carers
9. Details of policy which governs sickness pay/leave entitlement for foster carers.
10. A copy of the trust’s equality impact assessment and human rights impact assessment associated with holiday entitlement and sickness pay/leave entitlement for foster carers.

I would like the above information to be provided to me as an electronic copy.

Thank you for your response and for providing the information requested. It is much appreciated and please thank the staff for their time.
I would like to ask for some clarification concerning your response related to a fee payment policy.
Your response stated
A copy of the trust’s policy governing fee payments (payment in addition to allowances) to foster carers.
'This is currently a piece of work underway by the Fee Paid Members'
and
A copy of the trust’s equality impact assessment and human rights impact assessment associated with the fee payment policy for foster carers.
'The NHSCT do not have this Policy.'

Thank you for clarifying that there is no policy governing fee payments to foster carers
Please can you provide any written document that currently informs fee payment to foster carers in the NHSCT, for example
1) copies of all schemes operational in NHSCT that enable fee payment to foster carers,
2) copy of the process outlining how a foster carer (in receipt of allowance only) applies to become a foster carer (in receipt of fee payment)
2) written criteria used by panels to make decisions about fee payment,
3) a copy of the standard agreement made between the NHSCT and fee paid foster carers

Please can you confirm if any schemes, criteria and agreements, unwritten procedures currently in use within the NHSCT have been subject to equality screening or equality impact assessments as set out in the Section 75 of the Northern Ireland Act 1998 and Equality Commission Northern Ireland Practical Guidance on Equality Impact Assessment

Thank you for you reply.
I would like to seek further clarification concerning the information you have provided.

You have advised that "Requests for fees are submitted to the Trust’s Fee Paid Panel which meets on a
monthly basis. Please see attached a copy of the draft referral form which is being
used as an interim measure until the HSCB agree a regionally consistent framework
for foster carers’ fees. This referral form is currently being reviewed and updated so
remains very much in draft. "

1) Please can you clarify is this referral form currently in use or the date from which it became/ becomes effective.
2) Please can you clarify who completes and submits this referral form, can this be submitted independently by the foster carer and who is it submitted to?
3) If the referral form cannot be completed and submitted by the foster carer independently, who is responsible for submitting the referral form to the fees panel (for example child's social worker, supervising social worker etc)?
4) Please can you outline the process if a foster carer wishes to submit a referral form, but case social workers refuse to submit the referral form.
5) Please can you outline any appeals process available to the foster carer concerning a decision of the fee panel.
6) Please can you provide the terms of reference/ standing orders for the fee paid panel
7) Please can you provide the details of membership of the fee paid panel (names, job title, organisation).
8) Has the new interim process been equality screened or will the new interim process be equality screened before use?
9) If it has not been equality screened to date, when will this take place?
