Thank you for your recent Freedom of Information request, please see
Wirral Council’s response below in bold.

 

a) Your total number of registered foster carers;  326

 

b) The number of your registered foster carers who are non-UK EU

d) The number of your UK national foster carers who foster outside of the
UK, but within the EU.  None

 

 

Please note that numbers of 5 or fewer are suppressed to reduce the risk
of disclosing the identities of individuals.  Low figures are considered
exempt under Section 40(2) of the Freedom of Information Act 2000 where
disclosure would allow the possibility of the identification of a living
individual(s), thereby breaching the Data Protection Act 1998.  In
accordance with Section 16 of the Act, and to provide you with relevant
advice and assistance, where applicable low numbers have been represented
with ‘>5’ .

 

The Council believes that due to these very low numbers, providing this
information to the requester could potentially identify a living
individual. The Council further believes, disclosure of the information
and potentially identifying individuals would not provide any greater
understanding of the subject matter. The Council maintains that disclosure
would not be regarded as the ‘fair and lawful’ processing of personal data
and would therefore breach [1]Schedule 1 of the Data Protection Act 1998
nor are any of the conditions of [2]Schedule 2 or [3]Schedule 3 met.

 

You have the right under Section 17 of the Act to ask for an internal
review in respect of this partial refusal. This should be sent to
[4][Wirral Borough Council request email].   If you were dissatisfied with the
result of your internal review, you then have the right to complain to the
Information Commissioner who can be contacted at
