Forster Care and Adoption

The request was refused by Council of the Isles of Scilly.

Dear Council of the Isles of Scilly,

1. What is the budget for children services and what has the budget been over the last 5 years?

2. What is the amount of money spent on Locums, Agency Staff, Private Adoption Agencies or Care Agencies, including charitable organisations such as Barnardos? Can the names of the private agencies, consultancies or charities utilised be provided. And can a financial breakdown be provided to detail how much each external organisations received from the services provided.
3. Of this breakdown how much was spent on legal fees?

4. Which portion of children's services comes from income raised by the Local Authority or Central Government and is there a cap by Central Government on the proportion of funds?

5. How many children have been forcibly removed (Under Section 50 of the Children Act 1989) over the last 5 years to foster care or care?

6. How many forced adoptions have occurred over the last 5 years?

Yours faithfully,

Francesca Solis

FOI (Isles of Scilly), Council of the Isles of Scilly

Dear Ms Solis

Thank you for your Freedom of Information request of 23 April.

In accordance with section 40 of the Freedom of Information Act, we are unable to confirm or deny whether there have been any cases of forcible removal or forced adoption in the last five years.

Given the small population of the islands (c. 2,200), any substantive response to this sort of enquiry could result in a disclosure of personal information traceable to specific individuals when cross-referenced with other requests and/or sources of information that would contravene the data protection principles.

If you are unhappy with this response and wish to make a complaint or request a review of our decision, you should write to Tom Walton, Officer: Public Relations & Communications, at [email address].

If you were not content with the outcome of that internal review, you could then appeal to the Information Commissioner for a decision: The Information Commissioner’s Office, Wycliffe House, Water Lane, Wilmslow, Cheshire, SK9 5AF.

Yours sincerely
