Dear Wandsworth Borough Council,

(1) Please provide the number of FOI Requests received each month by the council for calendar year 2009 and January 2010, and the overall total.

(2) Please confirm whether it is council policy to acknowledge all FOI Requests, and how quickly.

If it is, provide the % which met that target in each month and overall.

If not, explain how the council considers this complies with ICO guidance and the council's duties under the Act, in particular §16 to be helpful.

(3) For each month and the whole period, include how many received the council's response
(a) within 15wd,
(b) in 16-20 wd,
(c) after 20wd,
and (d) any still awaiting response.

(4) Include also how many were met
(a) in full,
(b) partly,
(c) rejected, with a note of the numbers for each reason for rejection - not held, too costly, fees notices etc.

(5) Include how many were referred to Internal Review, how long these took as per (3) above, and the outcome

(6) Lastly for each month and total, include the number of requests that had ICO involvement, distinguishing between numbers where the ICO asked the council to respond due to delay by the council, or where the ICO made a ruling after the council process was exhausted.

Itemise each of these presumably very few cases individually with full dates and outcome.

received outside of office hours they will be logged and acknowledged on
the first working day following receipt.

This information is not collected as standard by the authority, to provide
this information would require manual collection of the data by retrieving
it for each of the 1003 requests received within the specified time
period.

5 of the Chief Executive review responses were issued within 20 working
days, the remaining 11 responses were issued after 20 working days from
receipt of the review request.

 

(6) Lastly for each month and total, include the number of requests that
had ICO involvement, distinguishing between numbers where the ICO asked
the council to respond due to delay by the council, or where the ICO made
a ruling after the council process was exhausted.

Itemise each of these presumably very few cases individually with full
dates and outcome.

 

N/A –no requests were referred to the ICO within the requested time
period.

 

In order to process your request we would require you to reduce the scope
as it will take in excess of 18 hours to identify the detailed information
relevant to questions 2 and 4.  The information already gathered in the
response to this request has taken some 6 hours to extract. Providing you
with the information requested in question 2 would involve the manual
collection of the data and retrieving it for each of the 1003 requests
received within the specified time period. Providing you with a monthly
breakdown of the exemptions used in our responses within the requested
time period, as asked for in question 4c would require manual collection
of the data by checking each of the 222 requests that were partially
responded to, or where all of the requested information was exempt from
disclosure. In accordance with the provisions defined under section 12 of
the Freedom of Information Act 2000 we are unable to supply the
information requested as the process of identifying, locating, retrieving
and, where appropriate, extracting the information would significantly
exceed the appropriate limit as defined by the Freedom of Information and
Data Protection (Appropriate Limit and Fees) Regulations 2004.
