Thank you for your request for information dated 18^th October 2008
concerning Common Purpose training, received on 21^st October 2008.

Could you please clarify the time period for which you require the
information?

After receiving your reply, your request will then be considered and you will
receive the information requested within the statutory timescale of 20 working
days as defined by the Freedom of Information Act 2000, subject to the
information not being exempt or containing a reference to a third party. If you
choose not to respond then your request will remain unanswered.

There may be a fee payable for the retrieval, collation and provision of the
information you request. If this is the case you will be informed and the 20
working day timescale will be suspended until we receive payment from you. If
you chose not to make a payment then your request will remain unanswered.

I acknowledge receipt of your e-mails of the 17 November and the 18
November 2008 received on the 18 November 2008 and today the 19 November
2008. The e-mails were forwarded to the Dyfed Powys Police Force (the
Force) by the Dyfed Powys Police Authority (the Authority).

Your initial request was transferred by the Authority to the Force
following confirmation by yourself that it was in order for the request to
be forwarded to the Force. Your request was then processed by the Force
under the Freedom of Information Act 2000 and a response was provided to
you on the 17 November 2008.

I note that you are requesting an internal review of Authority's handling
of your FOI request. Can I take it therefore that you are not requesting
an internal review of the handling of your request by the Force? However
if this is not the case and you are requesting an internal review of the
handling of your request by the Force it would be of assistance to us if
you could outline the issues that you are dissatisfied with in order that
the matter can be considered in line with the Force's Freedom of

Authority Authority to conduct an internal review in connection
with your request for information dated 18th October 2008 received
on the 18th October 2008, concerning Common Purpose Training. Your
latest post (20th November) was directed to the Police Force's

on the 3rd December 2008.

I would be grateful if you could outline the basis of your request
for a review, as the information is not held by the Authority it is
difficult to determine the issues to be subjected to a review.

Dear Mr Grothier, thank you for your reply dated 10th December 2008. Unfortunately due to the lack of detail submitted to the Authority by you, we have only been able to undertake a limited review of the Authority's handling of your FOI request. In hindsight the Authority acknowledge that its assumption that the Force held the information you requested was overly optimistic. As a result we have reviewed our processes and in the future will inform "requesters" that the Authority does not hold such information, and that they "may" wish to apply to the Police Force who "may" hold such information. Sorry, but what are you trying to find out?

The force quite clearly replied with "We do not hold any information, because none of our staff is a Common Purpose Training". How much clearer can they get and why do you think that this would change on internal review? DO you have any independent evidence that their statement is untrue?

sure do, and want to go as far as possible to see how deeply Dyfed Powys Police will continue to deceive the public and of course abuse the FOI Act
