Provision of information held by Northumbria Police made under the Freedom
of Information Act 2000 (the 'Act')

Thank you for your email dated 12 March 2012 in which you made a request
for access to certain information which may be held by Northumbria Police.

As you may be aware the purpose of the Act is to allow a general right of
access to information held by a Public Authority (including the Police),
subject to certain limitations and exemptions.

You asked:

In response:

We have now had the opportunity to fully consider your request and I
provide a response for your attention.

Following receipt of your request, searches were conducted with the
Operations Department of Northumbria Police. I can confirm that the
information you have requested is held by Northumbria Police, however when
aggregated with your previous requests, FOI 240/12 and FOI 241/12 refers,
we have estimated that to extract this information would take over the
prescribed 18 hours, therefore Section 12 of the Freedom of Information Act
applies. This section does not oblige a public authority to comply with a
request for information if the authority estimated that the cost of
complying with the request would exceed the appropriate limit of 18 hours,
equating to £450.00

You should consider this to be a refusal notice under Section 17 of the Act
for your request.

Although excess cost removes Northumbria Police's obligations under the
Freedom of Information Act 2000, as a gesture of goodwill, I have supplied
information below, relative to your request, retrieved or available before
it was realised that the fees limit would be exceeded. I trust this is
helpful, but it does not affect our legal right to rely on the fees
regulations for the remainder of your request/s.

1. Two officers were allocated to liaise with Clegg off, a Chief Inspector
and Constable. At various stages of the policing operation the Clegg
off protestors would have come into contact with other officers policing
the event. At the time of this protest, Saturday 10.03.12 the largest
number of officers the Clegg off protest would have had direct contact
with was 25 officers. .

2. Operation Locke.

3. The most senior officer present at the Clegg Off protest was Inspector
Sweeney.

4. One arrest was made. The offender was charged with s.5 Public Order
Act.

5. The Evidence Gatherers allocated to the Clegg Off protest were from
Northumbria Police.

6. No information held. This will not be costed until all overtime claims
are made and processed.

7. For Clegg Off none. For the Liberal Democrat Conference their were six.

8. No.

Please note that further requests on this subject area may be declared
vexatious under Section 14 of the Freedom of Information Act 2000 and we
provide an explanation to this exemption.

Section 14 (2) Vexatious Requests - Where a public authority has previously
complied with a request for information which was made by any person, it is
not obliged to comply with a subsequent identical or substantially similar
request from that person unless a reasonable interval has elapsed between
compliance with the previous request and the making of the current request.
It is not in the spirit of the Act to use it as a method to repetitively
submit requests on the same subject area.

The ‘reasonable interval’ is not defined but it is suggested that 60
working days may be a useful benchmark.

You may be interested to know that Northumbria Police routinely publish
information on the Northumbria Police website via the Disclosure Log. The
aim of the Disclosure Log is to promote openness and transparency by
voluntarily placing information into the public arena.

The Disclosure Log contains copies of some of the information that has been
disclosed by Northumbria Police in response to requests made under the
Freedom of Information Act 2000. Whilst it is not possible to publish all

I am writing to request an internal review of Northumbria Police's handling of my FOI request 'Foi over lib dem conference'.

I See No lawfull basis to why this information is not being released as it is a SEPERATE freedom of information request to prior request for the yearly result. this request is for a Percific day and event as there for not in the same bracket to the other yearly request
