FOI Crawley Borough Council Parking Matters.

Waiting for an internal review by Crawley Borough Council of their handling of this request.

Dear Crawley Borough Council,

Parking alongside dropped kerbs is prohibited in London under the provisions of Section 14 of the London Local Authorities and Transport for London Act 2003.
Part 6 of the Traffic Management Act 2004 when enacted will repeal section 14 and give all local authorities in England with civil parking enforcement powers the ability to take action when a vehicle is parked alongside a dropped kerb in a Special Enforcement Area (that is, an area where parking is, in all other instances, permitted). The regulations underpinning Part 6 of this Act are due to come into force early in 2008.
Action to regulate and enforce pavement parking or parking alongside dropped kerbs is strictly a matter for the relevant local authority. The Department for Transport cannot intervene.
*The term pavement refers to all areas otherwise known as the footway, footpath or verge but does not refer to the road surface.

1. Does the above apply to Crawley Borough Council?
2. Is it legal for vehicles to park on grass verges?
3. Is it acceptable behaviour to park on verges?
4. Why does CBC tolerate this behaviour yet disapprove of it on their web site?
5. Can anything be done to prevent this anti-social behaviour?
6. Will CBC do anything to remedy the situation i.e...? Bylaws, TRO’s etc.
7. What constructive solution have CBC arrived at?
8. Has CBC discussed this matter and reached a conclusion?
9. If so, how will the council enforce the act?
10. What details are available regarding the management, operatives and working of the legislation?
11. Is the information available on CBC Website?
12. How many complaints have been made about vehicles parked on verges in 2014/15/16?
13. Can you publish details and minutes of any Committee/Council meetings convened to discuss this subject? Or any long term aims & objectives?
14. Why are there ‘discretionary’ disabled parking spaces in neighbourhoods Shops car parks?
15. Why are there no dedicated disabled parking spaces in neighbourhoods Shops or car parks?
16. Why can anybody park in a discretionary disabled parking space?
17. I would like you to justify the answer to question 16?
18. What forward planning is there for future proposed additional disabled parking?
19. Oatlands, Gossops Green has become a ‘rat run’, what long term remedy has CBC for this problem?
20. Who is responsible for Parking/Highway matters?

Dear Crawley Borough Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Crawley Borough Council's handling of my FOI request 'FOI Crawley Borough Council Parking Matters.'.

I am disappointed but not surprised at the lack of information even refusing to answer yes and no.
Crawley Borough Council act as agents for West Sussex County Council and there must be some cooperation between these parties.
Question 8 I would like copies of or a link to minutes of these informal meetings?
All in all this is a very poor pedantic response but not unexpected.
