Thank you for your email. This acknowledgement has been triggered
electronically and means that your email has been received by the
Information Governance Department. Your request will be dealt with under
the Freedom of Information Act 2000 and it is our intention to respond to
you within twenty working days.

Please note that the volume of FoI requests received by this Trust now
exceeds available resources and given the need for all Trusts to reduce
corporate expenditure to within those targets set by the Carter Review, no
additional capacity is available to support our increasing workload.
Depending on the complexity and volume of your request, this context may
impact on our ability to respond to your request as soon as we would like.

Dear Abdul,

Further to your email on the 12th June, please find the Trusts response below. Your request has been allocated the following reference: 21566 please quote this reference in any future correspondence with the Trust.

Please could I request the following information regarding all vehicles within your fleet (dating from the year 2000 till present):
- The Vehicle Make & Model
- The Registration Number
- The role of the vehicle
- The year the vehicle was commissioned
- The year the vehicle was decommissioned (unless still in use)

Regarding the request above the Trust has thought carefully around the information requested and have decided to withhold information that specifically identifies any vehicle. The Trust will be applying exemption section 24 of the Freedom of Information Act to this part of your request.

Section 24 National Security:
(1) Information which does not fall within section 23(1) is exempt information if exemption from section 1(1)(b) is required for the purpose of safeguarding national security

The FoI request in question is requesting specific information regarding vehicles currently in use by, and sold by, the Trust. Disclosing this information would allow identification of our vehicles for either cloning or theft of, presenting a significant risk to both the Trust and wider communities. Regarding the current climate with terrorism threat level at the highest it has been for a long time, the Trust needs to ensure information being released is information which cannot be used in a way which can be detrimental to the Trust as an organisation, the staff and also the patients using the service.

As section 24(1) is a qualified exemption, the Trust has gone on to consider the public interest in this case. The Trust accepts that there is a public interest in this case. Whilst there is a need for protecting the Trust and its fleet, there is also a public interest in ensuring that the Trust protects itself when transporting and treating patients. Therefore on balance the Trust considers that the public interest in favour of disclosure is outweighed by the public interest in favour of maintaining the exemption.

Please find below the information the Trust is able to release to you at this time:
The Trust uses a variety of vehicles including;
•Mercedes
•Fiat
•Ford
•Skoda
•Peugeot
•Iveco
•VW
•Vauxhall
We have a fleet of over 1050 vehicles including non-operational vehicles, but regret we are unable to disclose further specific details including the individual vehicle identifications.

I am obliged to advise you that if you are dissatisfied with the Trust’s response to your request you have a right to complain to the Trust and should set out your concerns to the Freedom of Information Officer, EEAST, Hospital Approach, Broomfield, Chelmsford, Essex, CM1 7WS or by email to [East of England Ambulance Service NHS Trust request email]. If you remain dissatisfied following this, you have a right under Section 50 of the FOIA to seek a determination from the Information Commissioner on whether the Act has been properly applied by the Trust. For more information, please see www.ico.gov.uk.

Under the Accessible Information Standard the Trust are required to ask our FOI applicants equality and diversity questions. You are under no obligation; however we would be grateful if you could complete the form attached and email back to us.

Please do not hesitate to contact me should you require any further information.

Kind regards
FoI Officer
East of England Ambulance Service NHS Trust

Dear foi (EAST OF ENGLAND AMBULANCE SERVICE NHS TRUST),

I understand your concern around releasing information on vehicles currently in use by your Trust. However i find it hard to understand how releasing information on vehicles previously used by East of England Ambulance Service can present a safety concern. This is assuming that the vehicles were sold back to the general public after the vehicles were decommissioned in which case they wouldn't have, had your Trust been so concerned about the safety risk they present. I've made similar request to a number of other public authorities and they have all been successful (https://www.whatdotheyknow.com/request/f...).

Yours sincerely,

A Naji
