Dear Mr Davis,

I have reviewed the answer sent to your request FOI 05103 concerning the
First Contact Team to see if any further information can be found. Having
made enquiries, I can advise you of the following:

Question: Please confirm that [1][email address]  was an email
address used by Southend children services in 2012 and 2013 and that the
contact address was:

First Contact Team

Southchurch road

Southend

SS1 2NY

Answer:  Regarding the stated e-mail address, when you made you original
request the GCSX ICT systems were checked and it was confirmed that it is
not an existing e-mail address.

On discussing the matter with a long standing member of the First Contact
team, although they do not recollect the address you have specified having
been used, they do use a team e-mail address [2][email address]
and I wonder if the ‘f’ could at some point have been misheard or misread
as an ‘s’?

As the acronym ‘sct’ is not one recognised by the First Contact Team but
‘fct’ is, I think this is the most likely explanation.

Regarding the stated contact address, I have checked historic versions of
the Council’s website over the past fifteen years and I can confirm that
the postal address to which people were asked to send correspondence was
originally Child Protection, 4^th Floor, Queensway House, Essex Street,
Southend-on-Sea, Essex, SS2 5TD.

When the First Contact Team was formed, this changed to First Contact
Team, Department of Children and Learning, PO Box 59, Queensway House,
Victoria Avenue, Southend-on-Sea, Essex SS2 5TB.

When Council postal services were centralised at the Civic Centre, any
post addressed to Queensway was re-directed to the Civic Centre for
opening and distribution.

Some staff (including a manned caller facility) were based at The
Southchurch Centre, 93-99 Southchurch Road, Southend, SS1 2NL. The address
you have quoted is an incomplete version of this address (with an
incorrect post code). I can confirm that it was not a contact address for
the First Contact Team.

Question: Are the above listed on your data as being in use in 2012 and
2013 or any year in the past 15 years?

Answer: Please see above.

Question: Please supply me the email address and contact address for 2012
and 2013 for the above.

In 2012 and 2013, the published e-mail address for the First Contact Team
was [3][email address]. They also had a team e-mail address of
[4][email address] and [5][email address].

The contact address for the First Contact Team was Southend-on-Sea Borough
Council, Civic Centre, Victoria Avenue, Southend-on-Sea, Essex, SS2 6ER.

In your request for review you asked when the First Contact Team moved to
the Civic Centre, a long standing member of their staff has advised me
that from memory this was in November 2012.

I obtained some of the information above by using a public website which
records archived versions of websites, including those of the Council
([6]http://web.archive.org/web/1996010100000....
The information is publically available, should you wish to look in
greater depth. I have reproduced below some screen shots from that website
as examples of what I found.

I hope that this answers your enquiry in more detail, however if you are
still dissatisfied you can contact the [7]Information Commissioner for
advice.

Kind regards,

Val Smith
