Dear Northwards Housing Limited,

I am writing to make an open government request for all the information to which I am entitled under the Freedom of Information Act 2000.
Please send me:
The Fire Emergency Evacuation Plan and the Fire Procedures (FEEP) in the event of a catastrophic disaster for all your high rise towerblocks. A fire emergency evacuation plan (FEEP) is a written document which includes the action to be taken.

Please send the evacuation plans that you have in place for those whom are disabled and elderly and therefore unable to use the lifts in the event of an evacuation.

I would like the above information to be provided to me by email via this website.

If this request is too wide or unclear, I would be grateful if you could contact me as I understand that under the Act, you are required to advise and assist requesters. If any of this information is already in the public domain, please can you direct me to it, with page references and URLs if necessary.
If the release of any of this information is prohibited on the grounds of breach of confidence, I ask that you supply me with copies of the confidentiality agreement and remind you that information should not be treated as confidential if such an agreement has not been signed.
I understand that you are required to respond to my request within the 20 working days after you receive this letter. I would be grateful if you could confirm in writing that you have received this request.

Dear Hamerton Action Group,

As requested, I am responding to your request by email, confirming the evacuation plans at our high-rise blocks in the event of a serious fire.

The action required in the event of a fire-related emergency is displayed on the fire action notices in the buildings, in line with the government guidance for buildings of this kind.

A ‘stay put’ policy is in place in all our high-rise blocks and involves the following, which is in line with government guidance, for purpose built blocks of flats:

•If a fire occurs in your flat, alert all the occupants in your flat and leave, making sure the front door has closed behind you. Leave the building and ring the fire and rescue service.
•If a fire starts in a common area, anyone in the common area should leave the building and ring the fire and rescue service.
•All other residents not directly affected by the fire would be expected to ‘stay put’ and remain in their flat, unless directed to leave by the fire and rescue service.
•It is not implied that those not directly affected by the fire who wish to leave the building should be prevented from doing so. Nor does this preclude those evacuating a flat that is on fire from alerting their neighbours so that they can also escape if they feel threatened.
•The overall message to residents is to stay safe. This is supported by the fire and rescue service and is communicated to all our tenants and leaseholders via newsletters, social media and the Northwards website.

Personal emergency evacuation plans are not appropriate for general needs accommodation, where a resident’s physical and mental ability will vary. All residents directly involved in a fire safety emergency should evacuate. This approach is in line with government guidance for buildings of this kind.

Last night 6th July 2018 at the Greater Manchester High Rise Task Force Residents Meeting, Tony Hunter, Head of Prevention at Greater Manchester Fire Service stated that the policy of the Greater Manchester Fire Service is a

“ Stay Safe Policy - Get Out”

In terms of this policy how are the disabled and elderly residents in Humphries, Roach, Vauxhall and Mossbrook going to evacuate from Northwards Tower Blocks without a Personal Evacuation Plan?
