Please could you supply details of incidents which attract 8 and
8+appliances with the following information for the last 5 years:

Date, time, appliances and callsigns, specialist appliances (and
what this is), officers and callsigns, Incident end time, type of
incident, location, type of premises i.e. hospital, outcome i.e.
fire or secondary fire.

For each incident please could you supply the stop message.

If cost prohibits any of the full information please remove any
section that would allow the request to be made.

information on incidents that have required 8 or more appliances, over the
last 5 years.

Your request will be dealt with under the terms of the Freedom of
Information Act 2000 and you will receive a response within the statutory
timescale of 20 working days as defined by the Act, from the date of
receipt subject to the information not being exempt or containing a
reference to a third party.  In some circumstances Avon Fire & Rescue

I write in response to your request for information dated 5 January 2015
concerning fire incidents.

Your request for information has been dealt with under the terms of the
Freedom of Information Act 2000 (FOIA) and I can confirm that Avon Fire &
Rescue Service holds some of the information falling within the
description specified within your request.

Attached is a file detailing incidents of the last 5 years that required
more than 8 appliances.  The number of incidents amount to 191.

Please note that any incident requiring more than 5 appliances is recorded
as a primary fire, therefore all the data we have provided is classes as a
primary fire.

Key to appliance types:

P = pumping appliance

A = Aerial Appliance

R = Rescue Tender

T = Transport

B = Boat

C = Command Unit

S = Special

O = Other

W = Hose layer

A second file provides data on the number of officers present at the
incidents.

There is however, some data that we are unable to supply, namely:

Incident end time: This is not recorded.

Stop messages: a review of each incident would be required to report each
Stop message.  Given the number of incidents and the time already spent on
the response, the time needed for this would exceed 18 hours which is the
total time allocated under the Freedom of Information Act, for responses
to a request.  We are therefore unable to supply this information.

Callsigns: In the interest of national security, Avon Fire & Rescue
Service do not publish callsigns. A statement to that affect is attached

I write in response to your request of 27^th April 2015 for an internal
review into the way Avon Fire & Rescue Service has handled your FOI
request ‘Fire Incidents’. You have requested that all stop messages that
you have requested are provided to you and have used the argument that
‘all other services have managed to do this’.

 

I have investigated the way that your request has been handled and find
that your request was handled according to internal processes and within
legislative requirements and time frames.

 

You have been provided with a significant amount of information, and I
include attachments again for your information. I find that Avon Fire &
Rescue Service have spent approximately 5 hours handling your request.
This includes time taken by the FOI Administrator and members of the
service who have been involved in identifying and providing the
information.

 

You have been informed that the number of incidents involved is 191. Stop
messages contain differing amounts of data, and can frequently include
personal data. In order to comply with the Data Protection Act, Avon Fire
& Rescue Service must redact personal data prior to publication. In the
case of 191 incidents, a conservative estimate of 10 mins per incident to
identify personal data and extract the stop messages would lead to time
spent in excess of 31 hrs (and this could be considerably higher). Given
that Avon Fire & Rescue Service has already spent 5 hours on your
response, this time is significantly in excess of 18 hrs, which is the
time allocated under the Freedom of Information Act.

 

Avon Fire & Rescue Service are unable to comment on information provided
by other Fire & Rescue Services.

 

I therefore find that your request has been handled appropriately and that
the response provided was correct.
