The request was successful.

Dear Islington Borough Council,

=========================================
Finsbury Park: additional information held
for the Haringey Council License Review
=========================================

Please supply all of the following information that Islington Council has adduced to Haringey as subheadings, information that Islington does in fact hold and that is referred to in Islington's formal Representation to Haringey Council, as Licensing Authority, in respect of the current Finsbury Park Wireless License Review.

To quote directly from page seven of the Submission:

• Copies of officer correspondence between Islington and Haringey
• All Islington Council Inspection reports and photographs from 2016 – 2018
• A table of all complaints directly received by the Islington council in respect of Finsbury park events

It appears from Islington's submission dated 1 August 2018, that this information is ready-to-hand, or is anyway in the process of preparation.

If it is helpful, Jan Hart, Islington Council's Service Director (Public Protection) may be able to expedite the answers.

Many thanks,

Yours faithfully,

Clive Carter

Dear Ms Stokes,

Thank you for your response. You said,

“The papers will be made available by Haringey on their website once the review hearing date is set and the case papers are published. For your information, we are in the process of collating them and as we have 28 days to deal with an FOI, the papers ought to be published before the deadline.”

However, the date(s) of the Special Licensing Sub-Committee meeting (15th and 16th of October) have been known and published on Haringey Council's website for some time now and yet there is still little more than the date shown. Please see this link:

https://www.minutes.haringey.gov.uk/ieLi...

It is not clear whose or what ‘deadline’ you mean, however I’d draw you attention to the precise wording on Haringey's link (above) that refers to displaying the meeting Agenda "in" the week before the meeting.

Please note that it does not say "a week before" or "one week before" the meeting date. I think the reasonable interpretation is that it means, displaying at any time between the 8th to the 14th (inclusive). In other words, Haringey could satisfy their statement by publishing only one day before the meeting. I suggest that in all the circumstances, that would not be reasonable.

Islington's excellent, seven-page formal Representation to the Review is dated 1st August 2018. My Information Request to Islington Council was made on 6 August 2018.

I would expect that, after the elapse of more than 8 (eight) weeks, the information held on 1 August and/or in the process of preparation is now complete. We are now well over the 28-day Statutory term for a response.

Regardless of the rules and procedures of another council, I would draw your attention to the date of my original request made to Islington (not to Haringey) and to your earlier acknowledgement that the information is held or was then being collated.

I ask that you now please respond fully to my original notice, dated 6 August, with the information requested.

Thank you.

Yours sincerely,

Clive Carter
