Dear West Sussex County Council,

Please can you provide me a copy of all documents relating to the financial modelling exercise that was completed by WSCC on Worthing High School in relation to their financial settlement for the year 15/16.

This relates to an issue whereby WSCC chose to use estimated/actual Year 8-11 data to provide funding rather than October 14 census data for Y8-11.

This specific action caused Worthing High School to be under funded for Y8-11 by £452,774 for the financial year 2015/16.

I refer to your request below, which has been dealt with under the Freedom
of Information Act 2000. I would like to offer formal apologies on behalf
of the Council for the delay in forwarding this response. The review has
revealed that the response was prepared in good time but was not sent out
due to an administrative error.

 

We have now completed a search for the information which you requested and
I confirm the Authority holds information relevant to the request.

 

Please find the response attached. These four documents consist of:

 

• The estimated September 2015 pupil numbers per year for the Worthing
Age of Transfer Schools which gave us the total of 877 pupils (KS3 462
+ KS4 415)
• The calculation which combined the October 2014 census (KS3 310 + KS4
485 = 795 pupils) and the estimated figures from the previous
spreadsheet (877 pupils) on a 5/12ths – 7/12ths basis giving us the
total of 842.84 (KS3 398.67 + KS4 444.17) pupils.
• The final APT we submitted for 2015-16 including these figures [the
difference between the 842.84 figure and the 828.84 (KS3 394 + KS4
434.84) number shown on the Individual ISB tab is to do with 14 SSC
places being excluded from your funded pupils in accordance with the
EFA funding guidance)
• Additional spreadsheet referred to in the technical adjustment 1
section of the commentary tab of the APT above.
