Dear Sandwell Metropolitan Borough Council,

Now that the "Celebration Statue" has been erected:

1 Please disclose all documentation/communications from 01/01/18 to the date hereof passing between SMBC and Jim Cadman/his companies/his agents;

2 Please disclose all documentation/communications from 01/01/18 to the date hereof passing between SMBC and third parties relating to the erection of the statue eg Tesco/their property companies or agents; New Square, West Bromwich BID etc. Suitable redactions may be made if applicable.

3 Noting that SMBC paid at least £30,000 of taxpayers' money to this private project please supply the final accounts as supplied by Cadman/his companies or agents.

questions below. Dear Sandwell Metropolitan Borough Council, Now that the
"Celebration Statue" has been erected: 1 Please disclose all

communications between SMBC and Jim Cadman within this time range are
submitted, with redactions where necessary. Emails attached. 2 Please
disclose all documentation/communications from 01/01/18 to the date hereof
passing between SMBC and third parties relating to the erection of the
statue eg Tesco/their property companies or agents; New Square, West
Bromwich BID etc. Suitable redactions may be made if applicable. Response:
All communications between SMBC and New Square management relating to the
installation of the statue are attached, with redactions where necessary.
Emails attached. 3 Noting that SMBC paid at least £30,000 of taxpayers'
money to this private project please supply the final accounts as supplied
by Cadman/his companies or agents. Response: SMBC contributed £30,000 from
West Bromwich town centre S106 (Developer Contributions) public realm
funds towards the construction of the statue. SMBC also contributed
£19,859 from West Bromwich town centre S106 public realm funds towards the
installation of the plinth and associated works. If you wish to receive

I am writing to request an internal review of Sandwell Metropolitan Borough Council's handling of my FOI request 'Final Accounts - Celebration Statue'.

Your response is unsatisfactory.

Of the £19859 costs of installation please provede the invoices/receipts in respect of same.

The redacted documents are over-redacted so as to render them meaningless. Please review.

Where are the West Brom town minutes confirming this additional expenditure?

You have not produced the final accounts for the project. SMBC must surely have requested them given the widespread publicity about funding of this private project. Do SMBC hold the accounts and if not, why not.

request I can confirm the following:
Further to your Freedom of Information request as below, please see below
also Sandwell Council's response. I am writing to request an internal
review of Sandwell Metropolitan Borough Council's handling of my FOI
request 'Final Accounts - Celebration Statue'. Your response is
unsatisfactory. A review of your previous request is being undertaken. You
will be notified of the outcome in due course. Of the £19859 costs of
installation please provide the invoices/receipts in respect of same.
Invoices Attached. The redacted documents are over-redacted so as to
render them meaningless. Please review. The documents have been redacted
in line with advice from the Information Management Unit but the extent of
redaction will be reviewed as part the internal review. Where are the West
Brom town minutes confirming this additional expenditure? This decision
was not made at a West Bromwich Town meeting therefore there are no
minutes to disclose regarding this item. You have not produced the final
accounts for the project. SMBC must surely have requested them given the
widespread publicity about funding of this private project. Do SMBC hold
the accounts and if not, why not. This project was a private initiative by
Jim Cadman and not a council project. As such the council does not hold
the final accounts. Sandwell Council contributed funding to this project
as previously disclosed. If you wish to receive further information in

Dear Sandwell Metropolitan Borough Council,

I am slightly confused whether your response is intended as a reply to my original request or as an internal review response. If the former I request a formal internal review. If the latter can you clarify a couple of matters please before I apply to the Information Commissioner with regard to your response.

1 The further expenditure on this project must have been agreed by someone - and you say this was not a local West Brom decision - please disclose the documentation relating to the approval of the further expenditure (seemingly made to further a private project without sight of the accounts.)

2 You have redacted the name of the supplier of the granite plinth but SMBC are legally obliged to disclose the identity of all creditors receiving payments over £500. Accordingly please supply the identity of this supplier.

02/01/20 and apologise for the delay in responding, which as advised
previously was caused by an administrative error. The matter has been
reviewed including the redactions applied to the documentation provided.
The re-redacted documents are attached accordingly. With regard to your 2
requests for clarification, we can confirm as follows: 1) An additional
email dated 31/10/19 is now attached regarding the agreement of the
additional expenditure referred to. 2) The supplier of the granite plinth
was Midland Marble Ltd, Masonry Works, 80 Dollman Street, Birmingham B7
4RP (as will be seen in any event from the re-redacted documents).
