Filming in Kent needs Permission?

Dear Kent Police,

I would like to clarify a statement made on your website.

The statement is question is as following:
Any filming on or around Kent County Council land, buildings, facilities or on public roads and streets will need permission.

Locations include:

Highways
Streets
Parks and pedestrianised spaces
Municipal buildings
Crematoriums and cemeteries
Libraries

It is my understanding that Absolutely No Permission is required to film or take pictures is a public place as Defined By Section 33 of the Criminal Justice Act 1972.

I also understand that in the UK there are no laws that prevent such filming.

My question is What authority does Kent police or Kent Council have to prevent a citizen filming in public.
