Dear (Sir's) ,

A fiduciary duty is a legal or ethical relationship of confidence
or trust between two or more parties , most commonly a fiduciary or
trustee and a principal or beneficiary.

In a fiduciary relation one person justifiably reposes confidence,
good faith , reliance and trust in another whose aid, advice or
protection is sought in some matter. In such a relation good
conscience requires one to act at all times for the sole benefit
and interests of another, with loyalty to those interests.

This is NOT happening in HMCS and a clear conflict of interest
prevail between ‘professionals’ within local authorities and the
families comprising of men/women/offspring(children)they claim to
re-pre-sent to the state.

What information does your department hold about your fiduciary
duty and is this to the people. i.e. real men/women/their
offspring(children) or to the Crown i.e. City of London.

How very cosy, reading the other FOI requests this person is also a trained social worker, how the hell can he also write for the conservatives when he is the CEO of a Tory run council.

This beggars belief, probably does his own reviews into social services as well; where are the press/media on this?

Dear Mr Sterling,
Thank you for your email of 2 November seeking further clarity to your
request about the Department's fiduciary duty.

We do hold information under the terms of your description in the form of
guidance to DCSF staff regarding standards of propriety and regularity -
they must act with propriety, particularly in the care and management of
public funds. These standards are based on the Committee on Standards in
Public Life's first report which included `Seven Principles of Public
Life'. A note of the `Principles' is enclosed.

In addition, I also enclose a copy of the Department's behaviours
which all DCSF staff have access to and which underpins the way they work
with their colleagues and with partners and stakeholders.
