Fees for Magistrates' Court hire by Carmarthenshire County Council on 9/10/2017

Protected by the FOIA absent of vexatiousness, I require:

1. The total amount of fees charged to Carmarthenshire County Council for the hire of an auxiliary room as well as the hire of the Court and three sitting Magistrates at Llanelli Magistrate Court on 09/10/2017?

2. What is the total amount of Complaints recorded by Llanelli Magistrates Court to be successful in the favour of Carmarthenshire County Council on 09/10/2017?

3. In dealing with a Complaint of non payment of Council Tax, what rules would Stephen Whale in his public function as Justices Clerk for Dyfed Powys and North Wales followed?

4. Would the sitting Magistrates have been governed by Civil Procedure Rules, Criminal Procedure Rules or as a Court of Commerce?

Dear HMCTS Wales KILO,

I made a reasonable request which HMCTS declines to answer.
I reasonably asked in Question 2. What is the total amount of Complaints recorded by Llanelli Magistrates Court to be successful in the favour of Carmarthenshire County Council on 09/10/2017?

What is confusing it seems that Carmarthenshire County Council are writing their own summonses under the Courts name.

The masquerading court summons states that the court has received a complaint when seemingly they have not.

Perhaps if it was worded differently how many summonses were recorded by Llanelli Magistrates Court to be successful in the favour of Carmarthenshire County Council on 09/10/2017?

Your confusion raises an additional question - Please cite me the Law that allows a Local Authority to write their own Summonses?

Dear Mr Bowen,

There are some circumstances where the prosecuting side in a magistrates' court case can draft their own summons. To allow me to ascertain whether this is happening, or has happened, please can you let me know whether you have, and would be prepared to share, a copy of such a summons? On sight of the summons I will be able to check whether it is court-issued or issued directly by the local authority.

In respect of your questions, I will forward your email to our HQ FOI team for logging as a formal FOI. I will then seek to obtain the information requested.
