Feasibility Study and Major Scheme Business Case for Saughall Massie Link Road / Hoylake By-pass

Dear Wirral Metropolitan Borough Council,

In March 2016, the Council approved the procurement of a Consultant to undertake a feasibility study into a new link road at Saughall Massie and also to produce a Major Scheme Business Case for the link road. This link road will also pass through the proposed Hoylake Golf Resort and has also been described as the "Hoylake By-pass".

Please will you provide a copy of the Feasibility Study and Major Scheme Business Case including all addendums.

Please will you provide a copy of any plans or drawings showing the proposed route of the new road (s).

Please will you provide information on the costs spent so far on the Consultants for these reports, any proposed future costs and any staff costs for Wirral Council employees associated with this new link road.

Please will you provide any information regarding the estimated costs of the new road and how it is proposed to be funded.

Please will you provide copies of any other information which the Council holds about the proposed Saughall Massie Link Roads / Hoylake Golf Resort Link Road / Hoylake By-pass.

accordance with the Environmental Information Regulations 2004.  We write
as we require further time to process your request.

[1]Regulation 7 of EIR 2004 states

7.—(1) Where a request is made under regulation 5, the public authority
may extend the period of 20 working days referred to in the provisions in
paragraph (2) to 40 working days if it reasonably believes that the
complexity and volume of the information requested means that it is
impracticable either to comply with the request within the earlier period
or to make a decision to refuse to do so.

Therefore due to the volume of information requested the Council is
thereby relying on Regulation 7 to extend the response period to 40
working days.  The Council does however aim to respond to you as soon as
we are able to before this  and we trust that this is acceptable to you.

Council’s response below.

 

Please will you provide a copy of the Feasibility Study and Major Scheme
Business Case including all addendums.

 

Please see the links below to the feasibility study undertaken by
consultants Amey. This was undertaken to inform the long term aspiration
to improve the road network surrounding the approaches to Hoylake as part
of general transport planning / forward planning work.

As above, see the attached feasibility study. This is a study of the
possible options to improve the operation of the local road network. No
decisions have been taken regarding the actual technical solutions or
routes the outcome of which is dependent on further discussions, funding
and planning permission.

 

Please will you provide information on the costs spent so far on the
Consultants for these reports, any proposed future costs and any staff
costs for Wirral Council employees associated with this new link road.

 

The total cost of the Amey Feasibility Study was £69,181.76. The
associated staff cost was £4,137.

 

Please will you provide any information regarding the estimated costs of
the new road and how it is proposed to be funded.

 

The Amey study contains full cost estimates. No decisions have been made
with regard to funding but all options are being considered.

 

Please will you provide copies of any other information which the Council
holds about the proposed Saughall Massie Link Roads / Hoylake Golf Resort
Link Road / Hoylake By-pass.
