Background: In FOI2020/80397 22nd December 2020 you revealed the research for the report you commissioned in 2018 titled "Update on commissioning food banks research" that was due to be published in October 2019 "was not taken past the planning stage".

FoI request: Please kindly provide a copy of the document that shows staff were instructed not to take the above past the planning stage so we may perhaps find the reason(s) for not taking it forward.

I am writing to request an internal review of Department for Work and Pensions's handling of my FOI request 'Fate of 'Update on commissioning food banks research' report'.

We understand your desire to cover up this information, especially with the widely reported cases this year of UK children going hungry and campaigns by people such as 'food superhero' Marcus Rashford to end child hunger. This also however demonstrates the general public will not tolerate children going hungry and so they wish to know about anything which could be making the problem worse. Having access to this information will enable them to make better choices in future to stamp out child hunger. They must see it.

Given the subject matter is food hunger of UK citizens, we request you release the portion redacted in 1.4
as the public interest in viewing it clearly outweighs any need to keep it secret. This is about human life. The public needs this information in order to help them when it comes to the next General Election. Food hunger has no place in the UK.

{Following the completion of the ICO’s investigation we are now supplying the following information which was previously withheld:
“The Minister and [REDACTED] feel it is a waste of time conducting this research because it will verify what we already know on the demand side. In terms of
supply side, it’s clear that the key factors include a reduction in stigma when it comes to using food banks and supermarkets benefitting from not throwing food
away. Thus, we are delaying the inevitable by doing this research. Instead, the Minister feels it’s sensible to look into providing more practical support to users of food banks.”}
