Family Proceedings (Allocation to Judiciary) Directions 2009

I request was District Judge Williams able to hear and deal with Ex Parte Court Applications under the Children Act and Section 8 Orders, as of September 2012 in Private law Proceedings at the Birmingham County Court.

As you would be aware the President of the Family Division in the exercise of his powers conferred on him by Section 9 of the Courts and Legal Services Act 1990, Having consulted the Lord Chancellor, that came into force in February 2009, would on allocation gave certain Judges certain powers to deal with Private Law Matters.

We request was District Judge Williams one of these Judges? Able to deal with Private Law matters in an emergency basis? Who resided at the above Court on 3rd September 2012 and was the judge presiding at the court on 03.09.12?

Can you inform me on 18.01.13 the Birmingham County Court closed in the afternoon can you inform me of the reason the court closed? and all the judges it was stated went home as of the weather?
