Failure of Story to to supply play area Eden Gate - Houghton -Maladministration ?

Dear Carlisle City Council,

There is much concern among the residents of the Eden Gate Estate - Houghton - that the promised play area has not been completed.
The site is, as any reasonable person would have predicted, is waterlogged as it is founded upon consolidated clay.
I understand that the Parish Council had written to the City Council before Christmas advising it of the problem.
I have personally advised the ward councillors of the concerns of residents with the assumption that the matter would be dealt with expeditiously.
I am familiar with the convoluted discussions associated with this issue and am of the opinion that there is a prima facie case that this is maladministration by the authority.

What action has been taken ?
What action is now being taken
When will satisfactory drainage be installed
When will the facility made available for use?

I write in response to your request for an Internal Review of the Freedom
of Information Act request number FOI 7522.

 

The Internal review has now been conducted by Mark Lambert, Corporate
Director of Governance and Regulatory Services, who has found that  the
Council has failed to respond as required under the Environmental
Information Regulations 2004.
