In 2015/16 and 16/17 we carried out four external decorations projects
within the Planned Preventative Maintenance programme.  These properties
were included in the Planned Preventative Maintenance programme because
these properties did not require Decent Homes external works.  The number
of homes and the amount spent is set out in the table below:

Regarding the remainder of your enquiries, I can confirm that we hold the
information that you have requested.  However, from our initial
consideration of your request, we have estimated that it will cost more
than the ‘appropriate limit’ to consider your request.

 

Section 12 of the Act allows public authorities to refuse requests for
information where the cost of dealing with them would exceed the
appropriate limit, which for local government is set at £450. This
represents the estimated cost of one person spending 18 hours in
determining whether the department holds the information, locating,
retrieving and extracting the information.

 

External decorations have been incorporated within the Decent Homes
programme but the information is not held in a format that is easily
accessible because the other major building components were also an
integral part of those projects.  It would require a detailed analysis of
each project file to establish the cost of the external decoration element
of the works undertaken and the number of properties decorated. We are
also unable to provide the number of homes which had been externally
decorated in the five preceding years as requested due to external
decorations being carried out under the Decent Homes programme.  It would
require extensive analysis of each project file for 2014/15 to 2018/19 to
establish which properties had been external decorated and extensive
analysis the project files of the five preceding years.

 

In this instance we have estimated that it will cost £22,050 to provide
you with the required information. This amount is therefore over the
appropriate limit as specified in the regulations and consequently we are
not obliged by the Freedom of Information Act to respond to your request. 
We will not therefore be processing your request further.

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Homes for Haringey's handling of my FOI request 'External decorations'.

I am requesting an internal review of the decision not to supply all the information requested because of cost considerations.

The decision maker should have taken into consideration the possibility that Homes for Haringey’s managers need to be aware of the extent of the organisation’s performance in decorating the externals and communal parts of our homes in a timely and consistent manner.

The decision maker also needs to be aware that the issue of external decorations will become an issue in considerations on future arrangements for the management of Haringey’s council housing stock (a matter on which discussions are taking place by Councillors at the present time), and that both Councillors and HfH managers will need and expect to have the facts as requested about HfH’s performance in this matter.
