I can confirm that your request will be processed under the Freedom of Information (Scotland) Act 2002, Environmental Information Regulations (Scotland) 2004, or the INSPIRE (Scotland) Regulations 2009.

4. Start date & duration of framework/contract?

 

The contract was awarded 30/03/2016 with a start date 02/05/2016. The
original end date for this contract was 01/05/2018. The contract
management was moved from the then Edinburgh Building Services Department
to the Community Alarms and Telecare Service within the then Services for
Communities department. It latterly moved under the EHSCP, prior to /
during the creation of ATEC24. The contract has been extended by waiver
several times most recently for a period of 4-months from
01/02/2023-31/05/2023 in order to complete tender processes for
replacement contracts.

5. Could you please provide a copy of the service/product specification
given to all bidders for when this contract was last advertised?

6. Is there an extension clause in the framework(s)/contract(s) and, if
so, the duration of the extension?

 

The original contract had 2x 12-month optional extensions.

7. Has a decision been made yet on whether the framework(s)/contract(s)
are being either extended or renewed?

 

Works under CT0529 diverged over time with Housing Property Services
becoming responsible for various elements as a result of installations of
telecare type equipment being installed in Sheltered Housing Support
Service tenancies, and installations of dispersed telecare alarms becoming
simpler, plug and play type devices.  Two separate tenders were launched
in late 2022/early 2023. Housing Property Services have recently awarded a
contract for their elements of these works with a go-live date of
01/04/2023. ATEC24 is currently in the process of evaluating bids for a
contract they have tendered for their elements of the works.

 

8. Who is the senior officer (outside of procurement) responsible for this
contract?

 

The Senior Officer within EHSCP for the tender of ATEC24 works is Sylvia
Latona, Senior Service Manager

The Senior Officer for HPS works is Tam Meaney, Team Leader
