Further to your request for information under the Freedom of Information
(Scotland) Act 2002, I have been asked if you can clarify if you are
looking for council expenditure in total over the last quarter ( April –
June 2019) OR are you asking for payments to Suppliers for the last
quarter ( April – June 2019) ?

These are two separate requests as supplier payments only make up a
proportion of Council Expenditure.

 

Please can you clarify the request and dates required .

 

Once I receive your clarification a new date will be allocated for the
Council to respond to you.

The following response was prepared and provided on behalf of Financial
Services:

 

Please see attached file for details of payments made to suppliers
01/04/19 – 30/06/19.

 

Where the suppliers name is blank this information has been removed as it
is third party personal information and is exempt under section 38(1)(b)
of FOI(S)A 2002.

 

I should advise that you have a right to request a review within 40
working days from the date we respond to your request.  You should either

Scottish Borders Council, Council HQ, Newtown St. Boswells TD6 0SA.

 

If after the Council’s FOI Advice Group have considered your review and
you are still not happy with the decision you then have a right to appeal

(Scotland) Act 2002 relating to the above I am now able to respond.

 

The following response was prepared and provided on behalf of Financial
Services:

 

Please find details the supplier at Account Heading (lower level – pages
1-82) and the other that details the suppliers at CIPFA Heading (higher
level – pages 83 - 140).

 

There is a difference in the figures that have previously been provided
(ran by the Council’s Procurement department via the payment system) to
what I am now providing you with (ran from Finance from our General
Ledger).

 

There could be various reasons for this but I have detailed the ones we
aware of below:

 

•             Dates the invoices were paid may be in a different period to
the dates that the invoice hit the GL

•             The GL doesn’t include VAT charges so I have applied a
calculation for this based on the Tax Code pulled down on the GL report
