Please find below the Council's response to your request 422983 which was received on 09/07/2019.

Response:

The attached spreadsheet details payments to "suppliers" made by Council via its Purchase Ledger system for the period 1 June 2019 to 30 June 2019.

Please note that the following payment categories have been excluded from the report parameters that extracted the base data due to the entries containing Personal Data:-
?Council Tax Refunds.
?Direct Payments for Social Work
?Foster Parent Payments

However, the spreadsheet does contain other payments for Council grants, etc and not just payments to businesses.

Some data has been redacted as the supplier contains a "person's name" then this has been assessed as being "personal data" meaning information relating to an identified or identifiable living individual. In these cases, the name has been redacted and is detailed on the spreadsheet row as "Redacted Personal Data". As such, the Council is applying Section 38(1)(b) read in conjunction with 38(2)(a)(i) of the Freedom of Information (Scotland) Act 2002 - to disclose this information would be to disclose personal information and essentially breach Data Protection legislation, there being no condition to allow for disclosure.

Please be aware that the Council holds the copyright, where applicable, for the information provided and it may be reproduced free of charge in any format or media without requiring specific permission. This is subject to the material not being used in a misleading context. The source of the material must be acknowledged as Dumfries and Galloway Council and the title of the document must be included when being reproduced as part of another publication or service.

Please find attached a spreadsheet that details payments to suppliers made by Council via its Purchase Ledger system for the period 1 June 2019 to 30 June 2019. The payments are broken down by ledger code, ledger code narrative; department, and date payment made.

Please note that the following payment categories have been excluded from the report parameters that extracted the base data due to the entries containing Personal Data:-

Please note where the designation of the Supplier contains a person's name then this has been assessed as being personal data meaning information relating to an identified or identifiable living individual. In these cases, the name has been redacted and is detailed on the spreadsheet row as Redacted Personal Data.

1. When we ran reports on Integra Purchase Ledger to answer FOI 422983 the total spend that came back for the period 1 June 2019 to 30 June 2019 was £18,993,866.88. This report summarised the various payments made by individual supplier; that is all the various transactions for an individual supplier were aggregated together to provide a total by that supplier.

This FOI has been reconciled back to the updated figure of £19,022,131.96 as some additional transactions have been added retrospectively to the period.

We have provided for each transaction row the general ledger code used to record spend, as well as the general ledger narrative that details cost centre and subjective code description. By doing this it gives a flavour of what the spend was for especially the subjective detail code aspect of the narrative.

For clarity, each row in the spreadsheet does not necessarily represent a single invoice. Rather each row represents the code or various codes (including VAT) that the invoice was coded to.

Some data has been redacted.
