Evaluation of TASER Devices

For each of the four TASER international products listed below could you please release:

i/ The number of each product currently in the possession of the Home Office.

ii/ The number of each product currently held by others in the UK (so far as the Home Office is aware).

1. TASER XREP -- Self-contained, wireless electronic control device (ECD)

2. TASER X12 -- Shotgun optimised for the TASER XREP

3. TASER Shockwave -- TASER Remote Area Denial (TRAD) technology.

4. TASER CAM --- Audio/Video/Data recorders

I would also like a copy of any protocols, reports and timetables relating to the evaluation of these products by, or on behalf of, the Home Office.

Many thanks for updating me on the progress of my freedom of information request. I would like to request an internal review into the delay.

The Information Commissioner has issued guidance with respect to time limits for considering a public interest test, this states:

"In cases where the public interest considerations are exceptionally complex it may be reasonable to take longer but, in our view, in no case should the total time exceed 40 working days."

The Home Office's proposal to take around 60 working days to respond is contrary to this guidance. Section 10(3) of the Freedom of Information Act allows a reasonable delay for the consideration of a public interest test. The information commissioner is the arbitor of reasonableness and has made it clear that a delay of more that 40 working days is not reasonable. Therefore I consider the delay in responding substantively to my request for information to be a breach of the act.

It is being reported that shotgun TASERs were used by UK police dealing with Raoul Moat on Saturday the 10th of July.

It is being suggested that this use occurred prior to the trials and evaluations described in this FOI response being completed.
