I am writing to request an internal review of Ministry of Defence's handling of my FOI request 'Estimated costs Duqm'.
Please may you conduct an internal review of the decision to withhold information in the request referenced above (02395).
I am asking for an internal review because of the following reason:
Under section 27 (1) of the legislation, it sates: "Deciding whether the prejudice would occur or is only likely to occur is important. The more certain the prejudice, the greater weight it will carry when considering the public interest. In this context the term “would prejudice” means that it has to be more probable than not that the prejudice would occur. “Would be likely to prejudice” is a lower test; there must be a real and significant risk, even if the risk of prejudice occurring is less than 50 per cent."
Therefore your original assertion that the department's disclosure "would be likely" to prejudice UK interests favours the public interest in this case.
I am aware that guidance from the Information Commissioner, in ‘The Guide to Freedom of Information’, says that internal reviews should (in most cases) be completed within 20 working days.

Receipt is acknowledged of your email of 13 April 2021 requesting an internal review of a response provided by the international Security Directorate under the Freedom of Information Act on behalf of the Ministry of Defence, dated 30 March 2021 (reference above).
The Department's target for completing internal reviews is 20 working days from date of receipt and we therefore aim to complete the review and respond to you by 12 May 2021. While we are working hard to achieve this, in the interests of providing you with a realistic indication of when you should expect a response, the majority are currently taking between 20 and 40 working days to complete. The review will involve an independent assessment of the handling of this request and the outcome.
We should also advise that the measures implemented by the Department to prevent the spread of Coronavirus may impact upon our ability to complete the review within the above timescale but we will aim to provide you with an update, if necessary
