I am undertaking research into the reduction of national funding of the fire and rescue service within the UK and the impact of the establishment of trading companies to secure additional funding. To support this request I would like to make a request under the Freedom of Information Act.

Please can you tell me the following points?

1. What has been the overall budget reduction for your fire service in the last five years?

2. Do you have a trading company in place that works for or alongside your fire and rescue service/ authority to generate income?

3. (If applicable) When was the trading company established?

4. What type of trading company do you have in place?

5. How much money has your fire service/authority spent on establishing and supporting the trading company to date. Please include all costs inclusive of;

Staff costs
Costs associated with legal and professional fees (related).
Consultancy fees
Accommodation and business costs (e.g. I.T.) training and business developmental costs.

6. Has the fire service/authority provided a start up budget or loan to the trading company? Is so, what was the actual sum of this budget and or loan and what are the terms of repayment to the service/ authority inclusive of interest rate.

7. Since the date of establishment of the company how much income has your fire service/ authority received from the trading company into its accounts as a result of its activities. I would like this by fiscal year.

1. What has been the overall budget reduction for your fire service in the last five years?

2. Do you have a trading company in place that works for or alongside your fire and rescue service/ authority to generate income?

We have 2 trading companies - County Durham & Darlington CIC (CIC) and Vital Fire Solutions Ltd. (VFS)

3. (If applicable) When was the trading company established?

CIC - 09/07/13
VFS - 05/10/15

4. What type of trading company do you have in place?

CIC - Community Interest Company
VFS - Company limited by share capital

5. How much money has your fire service/authority spent on establishing and supporting the trading company to date. Please include all costs inclusive of;

Staff costs
Costs associated with legal and professional fees (related).
Consultancy fees
Accommodation and business costs (e.g. I.T.) training and business developmental costs.

All costs incurred are recharged to the trading companies - see answer to Q 7 below. No separate records were kept regarding staff time spent on establishing the trading arms however this was minimal. No external legal fees, consultancy fees or professional fees were incurred.

6. Has the fire service/authority provided a start up budget or loan to the trading company? Is so, what was the actual sum of this budget and or loan and what are the terms of repayment to the service/ authority inclusive of interest rate.

The Fire Authority purchased £15,000 of share capital in VFS in November 2015. No start-up money or loans have been given to either company..

7. Since the date of establishment of the company how much income has your fire service/ authority received from the trading company into its accounts as a result of its activities. I would like this by fiscal year.

No direct income has been received from either company in the form of dividends. The Authority does however charge both companies for services it provides to them this is set out below:
