I am writing further to your email of 14 December 2015 where you requested
the following information:

Response for Questions 1 to 5: We have a Service Level Agreement with
Hartlepool Borough Council who provide the Finance system as part of that
agreement.  The system they currently provide is Integra, and we have 5
user licences.  With regard to contractual issues for the provision of
this system, you will need to contact Hartlepool Borough Council.
 
You have the right of appeal against the decision. If you wish to appeal
please set out in writing your grounds of appeal and send to the Head of

Appeals or reviews should be made within 40 working days of our response
to your request being issued.  Any appeals or requests for review received
outside of the 40 working days will be refused.  Please note this is in
line with the Information Commissioner’s own working practices.
 
If you are not content with the outcome of your complaint, you may apply
directly to the Information Commissioner’s Office (ICO) for a decision. 
Generally, The ICO cannot make a decision unless you have exhausted the
complaints procedure provided by Cleveland Fire Authority.  The ICO can be
