Thank you for your Freedom of Information Request in which you asked the
following:

 

I wish to supplied with any reports, reviews or research carried out by

The Equality Impact Assessments were conducted in the period 20 January
2011 - 21 April 2011.

 

The General Purposes Committee made the decision to reduce the Youth
Service and Connexions budget by 75% at a meeting held on 4 May 2011.

    

     2a. If the council were not compliant in conducting an Equality
Impact Assessment prior to making the decision to cut the youth

service then can you please provide me correspondence between Councillors,
the CEO, Directors and the Legal department where they were advised this
was in line with legislation.

 

We believe that we did comply with legislation (see Equality Impact
Assessments attached)

    

     3.    What review has been conducted since the riots to measure the
impact of the cut to the youth service and the riots. I wish to be
supplied with the findings

 

I have attached the report, commissioned by the Community Panel and
produced by the Young Foundation which highlights the engagement of the
community of Tottenham to understand how they viewed the impact of the
August disturbances, and considers actions that the community believed
could be taken to help the area recover and improve.

 

I have also attached, for reference, the report produced by the Tottenham
Community panel in February 2012.

   

     4.    What has been the response to reinstating youth services in the
borough since the riots. I hope for there to be an action plan,

            evidence of any investment and progress reports which I wish
to be supplied with

 

It is important to note that the Council has retained a Youth, Community
and Participation Service, albeit with a reduced budget. Therefore we have
been seeking to identify further investment to the Service as opposed to
reinstating provision.

 

I have attached the Strategy for Young People in Haringey which clearly
sets out the direction of travel for delivery of services, recognising
that the third sector is a major contributor in this area. I have also
attached the Council's Cabinet report dated 12 June 2012 which identifies
£400,000 additional funding to commission providers to deliver to the main
priorities identified in the Strategy

I am writing to request an internal review of Haringey Borough Council's handling of my FOI request 'Equality Impact Assessment & Youth Services Cuts'.

Point 2, the response given claims the EIA was conducted in Jan to April 2011, the staffing document supplied was dated 21st April 2011 and the service users document supplied has data within it to suggest this was done post March 2011. Therefore, I would like the response to this re examined as the EIA obviously was not conducted until after the end of March 2011.

Point 2a, there is documents on the council website and video evidence that the council made the decision to cut the budget on the 24th Feb 2011 in order to set a balanced budget for the government by the end of the fiscal year. The decision appears to have been made on the 24th Feb 2011. I would like the response re examined as it is contradicting what information already exists in the public domain.

Point 3, I specifically asked for a review which has been conducted since the riots to "measure the
impact of the cut to the youth service and the riots". I appear to have got a research document into what different sections of the community feel about the area in general and pathways to improvement. This is not a review into the impact of the decision to cut. I would like the response re examined as it did not answer my question.

Point 4, I do not appear to have obtained the action plan I requested; instead I have been supplied with a “strategy”. For the record this was not a “strategy”, just a vast collection of facts and at the end, bullet points which appear to be a list with no aims, objectives, dates or anything that would be classified as either “strategic” or “action planned”. Some of these bullet points went on to suggest developing a strategy could be a way forward! I would like the response re examined as it did not supply me with the information requested.

Just for the record, I have approached several councils by phone for the above information and was supplied it via email within 3 working days. When I approached Haringey, after being transferred to several people, I was informed that I had to submit a freedom of information request.
