Dear Welsh Water,

The Natural Resources Wales environmental pollution incidence list has an entry for grid ref ST3201899214, listed 5th March 2021. Unidentified oil contaminating land and water. Can you confirm the grid ref is Dwr Cymru Welsh Water, Water Treatment Works, Sluvad Road, Pontypool. Has the unidentified oil affected/could affect drinking water or the near-by Llandegfedd Reservoir?

Request for information

We write further to your request for information dated 10^th May 2021,
which we have been considering under
the Environmental Information Regulations 2004.

 

We can confirm that Dŵr Cymru Welsh Water does hold the information you
have requested.

We set below your questions followed by our response.

Can you confirm the grid ref is Dŵr Cymru Welsh Water, Water Treatment
Works, Sluvad Road, Pontypool?

We can confirm that the grid reference ST3201899214 is the location of Dŵr
Cymru Welsh Water’s Sluvad Water Treatment Works.

Has the unidentified oil affected/could affect drinking water or the
near-by Llandegfedd Reservoir?

The unidentified oil contaminant was found to be present within the site
surface water drainage of the water treatment works. The drinking water
treatment process, and hence drinking water supply, was not impacted by
this incident. The impact of the incident on Llandegfedd reservoir was
mitigated through the placement of containment booms.

It is important to note that an intermittent discharge, hydrocarbon in
nature, was detected entering our Water Treatment Works site surface water
drainage from an unknown offsite source. The site surface water drainage
discharges to a small surface water course that then drains to Llandegfedd
reservoir. Containment booms had been placed to mitigate the spill
reaching Llandegfedd reservoir. Surveys of the reservoir showed no source
of the spill on Llandegfedd reservoir.

There are ongoing investigations jointly with Natural Resources Wales to
identify the source of the contaminant in order to prevent any future
occurrences. There is a challenge in identifying the source due to its
intermittent nature. Until the source is confirmed we are monitoring our
drainage for signs of any future contamination entering our site surface
water drainage and have procedures in place to mitigate any local
environmental impact on Llandegfedd reservoir.
