At Scrutiny Panel 8th April both Cllr Kirsten Hearne and Officer David Murray made reference to an informal application and an 'in principal application' that they have been working on with regard to a potential NFL tailgate event in Bruce Castle park expected October 2019. Please supply copy of the rules underpin this informal process. Please provide copies of the regulations authorising such a process outside of the formal policy. Section 5.1.4 of Outdoor events Policy describes the lead time applications must be received within in order to allow event consultation. Please provide a copy of the informal application being used in this specific instance.

Thank you for your Freedom of Information request in which you request the

o copy of the rules that underpin an informal process that Cllr Hearn
and David Murry referred to at Scrutiny on 8 April.


The Park Hire Application process does not require all event details to be
submitted at the time of application. The details provided by the
applicant are expected to give an overview of the proposed event, and as
long as the information supplied is sufficient to inform officers whether
the proposals fit with the Outdoor Events Policy, the hire date is
pencilled in and further discussions take place. For events such as this,
approval is by the Cabinet Member for Environment, based on an Officer
report providing recommendations. This is only prepared once Officers are
satisfied with the event proposals.


The Outdoor Events Policy provides a guideline for lead-in times. As the
Policy quite clearly states, ‘it will be at the discretion of the events
team as to whether a proposal can be considered’ if guide timelines are
not met.


The Council has been engaging in discussions with the NFL/Wasserman since
at least October 2017 about the possibility of hosting their Tailgate
event in Bruce Castle Park. A formal Park Hire Application was submitted
via EventApp by Wasserman, on behalf of the NFL, in May 2018. This focused
on a proposal to hire Bruce Castle Park for a single Tailgate event to
take place in October 2018. At the time, associated documentation,
including a site plan, event management plan etc were submitted. Due to
the Spurs Stadium not being ready in time for the NFL planned October 2018
game, the application was put on hold, and the Tailgate event took place
at Wembley where the NFL game was played.


In preparation of the Stadium being completed, discussion continued into
2019 to prepare for a potential second Park Hire Application being
submitted for Bruce Castle Park. The NFL were advised by LBH Officers to
hold off submitting a new Park Hire Application until they knew the exact
dates that the NFL games would be taking place at the new Spurs Stadium.
This would also provide the Council and NFL an opportunity to conduct
early stakeholder engagement, before the official Park Hire notification
period would commence with recognised park stakeholders.
