Dear <<insert name>> Blackpool Borough Council,

We wish to place a questions with your council regarding the outsourcing of services and related products regarding to <<insert item>> ICT.

The questions follow. All should be fairly simple to answer, indeed they may have been requested before;

Timescales: The request is based on todays date and time (preparation of this request, so 2 years April 2011 to April 20013 are fine for the "next two years"
Equally "the last two years relates from April 2009 to April 2011.
We understand from the Audit Commission that the requests should be simple to provide as they form part of standard auditing requirements.

Questions:

1) Does <<Blackpool Council>> intend to outsource its ICT provision in the next two years? In full (a) , or in part (b)?
(Intention should be indicated by making approaches to external consultants, agencies, companies of partners?

We are looking for a simple answer, but on each part (a), (b) independently

questions 2 relates to question 1 above

2) (a) Will outsourcing be openly advertised for responses via the European Journal, or please specify? (b) What are the proposed dates for adverts to be placed?

3) Please provide details of agencies, consultants & partners your council council has employed in such capacities for ICT in the last two years? Please list just the top 25 maximum.

4) (a) What is the value of business that Blackpool Council spends, through direct public funding, projects, special programmes, ie all funding sources, currently with external contractors into your councils ICT Service. These can also be defined as external contractors who work through your ICT Services. Alternative terms for external contractor may be "partners", "arms length organisations" "suppliers who provide a service component in their offering". We do not require information about the internal - department to department council costs.
From this can you present these values (as a public organisation):

(b) The top 25 companies (as requested above) We realise that some Councils may have zero responses, or very few external provider inputs.

I am reviewing our records and these do not indicate that you
received a response to your request for an internal review.  This
may be an administrative oversight on our part, however, I have
undertaken a review of your request.  I apologise if this response
is a duplication.

I have reviewed our processes and the information provided or
withheld.  I have also considered if the exemption was applied
correctly.  I have also considered the views of the third parties
where applicable.

My decision is that your appeal is successful as it appears that
you did not receive the information when requested.  Where the
information you requested can be disclosed, it is included below. 
We also publish information on the Council's website and
therefore, under s21 of the FOI Act, this information is
accessible elsewhere and a list is not provided with this
response.  To assist, I have provided a link to the relevant area

        Blackpool Council has recently negotiated a contract for
software development through an OJEU tender Process.

  2) (a) Will outsourcing be openly advertised for responses via
the European Journal, or please specify? (b) What are the proposed

     dates for adverts to be placed?
   
        We have no information about any plans to outsource other
aspects of the ICT Service.
   

 3) Please provide details of agencies, consultants & partners
your council has employed in such capacities for ICT in the last
two years?
