Thank you for your request for information which has been received by
Hereford and Worcester Fire and Rescue Service (the Service) and
considered under the [1]Freedom of Information Act (FOIA) 2000.

 

The Service can confirm that we hold some, but not all of the information
you have requested as detailed below:

 

 1. The number of low, medium and high-rise residential buildings in your
area (or your current/best estimate of them) covered by the Regulatory
Reform (Fire Safety) Order 2005

 

We currently have records of approximately 20,0000 buildings within our
areas that come within the Regulatory Reform (Fire safety) Order 2005.
These are the buildings that we’re aware of /buildings that have come to
our attention. It is not necessarily an exhaustive list of all buildings
within our area.

 

Our software does do not categorise buildings as residential /
non-residential nor does it distinguish between low, medium and high rise
so we cannot readily give a breakdown of numbers in the form you have
requested.  

 

Having said that we do know how many ‘High-Rise’ residential buildings
exist in our service areas of which there are 10

 

2. The total number of deficiency and/or enforcement notices served to the
owners of these buildings relating to means of escape (Articles 14(2)(b) &
15 (1)(b)), since July 2021 to the date of this FOI

 

The service does not record this level of detail in its deficiencies
and/or enforcement notices served. During a physical inspection where such
deficiencies are observed a discussion is had with the Responsible Person
(RP) concerned and a Fire Safety Audit completed. Following this the
inspecting officer issues a letter where broad details of the article
numbers are included but the letter does not specify, as in this
particular request (2)(b) or (1)(b) and instead only Article 14 and
Article 15 are stated.

 

3. The number of deficiency and/or enforcement notices served to the
owners of these buildings specifically relating to the identification of
vulnerable and disabled residents, and planning for their escape (Articles
14(2)(b) & 15 (1)(b)), since July 2021 to the date of this FOI

 

For the reasons given above, we cannot provide that level of detail.  The
software does not identify the total number of deficiencies or enforcement
notices relating to particular Articles in the Regulatory Reform (Fire
safety) Order   

 

4. Copies of the notices referred to in (3)

 

As explained, we cannot identify the individual notices and so cannot
provide copies. However details of all current alterations, enforcement
and prohibition notices are available on the [2]National Enforcement
Register

 

5. The fire authority's current policy covering the evacuation of disabled
people from multi-occupancy buildings during a fire

 

Our current policy regarding the evacuation of disabled people from
multi-occ buildings is very much led by the responsible person’s risk
assessment of the premises and their Personal Emergency Evacuation Plans
(PEEPS). This should be based on the lay out of the building and the
condition of any vulnerable persons therein.  HWFRS conduct a robust
Intelligence programme of all our local risks and should any high-risk
multi-occ buildings be identified, local crews would liaise with the RP
regarding evacuation measures. We would also expect RPs to inform us of
their Fire Risk Assessments and subsequent evacuation measures.

 

Should you have any queries regarding the management of your request and
