ENCTS concession bus passes reimbursement for bus operators.

We're waiting for James Knight to read recent responses and update the status.

Dear North Yorkshire County Council,

Can you please tell me how much money you reimburse bus operators for acceptance of ENCTS passes? What do they get paid? Also how is it worked out? Is it just a set amount per journey regardless of length? Is it a percentage of the Single fare or Return fare or average cost of fares on the route? If so what percentage? Is it the same amount for all given to all bus operators? Are the reimbursement rates for the OAP version and Disabled version the same? Also what is the policy for cross border routes that start in your area and finish in another council or start in another council and finish in your area and how is reimbursement dealt with for such journeys that cross a border? Finally can you advise the total amount of money you have given to each bus operator in ENCTS reimbursements that runs in your council area within each year for the past five years (so i require all of the periods of 01/01/2017-31/12/2017 and 01/01/2018-31/12/2018 and 01/01/2019-31/12/2019 and 01/01/2020-31/12/2020 and 01/01/2021-31/12/2021 are the five periods i need) and the list must show the total amount of reimbursement money for each year broken down in to how much has been given to each bus operator that runs in your council area?

Dear Mr Knight,

Thank you for your request for information 202105348 dated 28^th March
2022 requesting information about the English National Concessionary
Travel Scheme.

I can confirm that the county council does hold the information you have
requested, however, the county council considers that an exemption may be
applicable to this information. In particular confidential operator
reimbursement information.

This exemption is a qualified exemption meaning that it is subject to the
Public Interest Test. In most circumstances the Public Interest Test would
be considered and concluded within 20 working days. However, in certain
situations, where for example a request is considered to be contentious or
where information attracts a high level of public engagement, the county
council is, by virtue of Section 10(3) of the Freedom of Information Act
2000, permitted to extend the time allowed to consider the Public Interest
Test. I can confirm that the county council is relying on this extension
in relation to your request for information.
I apologise for any inconvenience this may cause and can assure you that
the county council will send you a full response without undue delay.

Thank you for your recent request regarding ENCTS information, we have
added answers to the questions below.

Can you please tell me how much money you reimburse bus operators for
acceptance of ENCTS passes? The reimbursement amount is different for
every operator, please see below link to the relevant data set.

What do they get paid? The amount is based off journey numbers and the
operators Rate Per Concession.

Also how is it worked out? Reimbursement due and payment is calculated
using a simplified method to obtain a Rate per Concession (RPC). The RPC
will be applied with monthly payments calculated from the number of
Eligible Journeys undertaken by holders of a valid Concessionary Travel
Pass multiplied by the RPC.

Is it just a set amount per journey regardless of length? Yes, it’s a set
amount per journey.

Is it a percentage of the Single fare or Return fare or average cost of
fares on the route? We use the basket of fares method as recommended by
the Department for Transport. The Scheme aims to ensure that all Operators
are treated fairly, and that they are neither better nor worse off
financially as a result of their participation in the Scheme.

If so what percentage? N/A

Is it the same amount for all given to all bus operators? No, the rates
are different for each operator.

Are the reimbursement rates for the OAP version and Disabled version the
same? Yes.

Also what is the policy for cross border routes that start in your area
and finish in another council or start in another council and finish in
your area and how is reimbursement dealt with for such journeys that cross
a border? Reimbursement is based off the journey’s starting point. So
passes issued under this Scheme or issued by any other travel concession
authority in England, are valid for concessionary travel on journeys
starting at any point in the Scheme Area. So passengers who board in North
Yorkshire (regardless of which authority issued their pass) will be
reimbursed by North Yorkshire.

Finally can you advise the total amount of money you have given to each
bus operator in ENCTS reimbursements that runs in your council area within
each year for the past five years (so i require all of the periods of
01/01/2017-31/12/2017 and 01/01/2018-31/12/2018 and 01/01/2019-31/12/2019
and 01/01/2020-31/12/2020 and 01/01/2021-31/12/2021 are the five periods i
need) and the list must show the total amount of reimbursement money for

If you search ‘council spending information’ it brings up the separate
years. You can then go in to one of the spreadsheets and filter on the
subjective description for ‘Payments to Transport Operators’ where it has
the total monthly amounts.
