Dear Mr Hussain,

I am writing in respect of your recent enquiry for information under the
provisions of the Freedom of Information Act 2000:

"Please can you provide me with the following information under the Freedom
Of Information Act 2000:-

(a) addresses and rateable values of empty / vacant properties (including
commercial properties) that are within Birmingham City Council area; and

(b) the names of the owners of those properties referred to in (a)."

Birmingham City Council considers that the addresses of vacant domestic
properties is exempt from disclosure under s.31(1)(a) of the Data
Protection Act 1998, which provides that information is exempt information
if its disclosure would, or would be likely to, prejudice the prevention or
detection of crime.

We can, however, supply details of non-domestic properties which I have
attached below. Only company names have been supplied; the names of
individuals have been deleted.

If you are not satisfied with the response you may ask for an internal
review. If subsequently you are not satisfied with the Council’s decision
you may apply to the Information Commissioner for a decision. Generally,
the ICO cannot make a decision unless you have exhausted the complaints
