Dear Sir or Madam,

You state on your site that due to lack of funding from central government that there is no funding available at the present time to offer cheap loans to property owners to renovate and maintain an empty property that can then be brought back into use.

(a) I want to know if any money was allocated to Tendring for this purpose , as most other councils seem to offer this service and :-

(b) If there was no allocation then why not and :-

(c) A detailed breakdown of how any money that has been
allocated in the past has been used and :-

(d) Why there seems to be no empty property office for
Tendring.

Further to your request for information received on 20 April 2009 I am
writing to confirm that the Council does hold the information of the
description specified in your e-mail.

I therefore attach below the answers to your questions.

a) No money was allocated to Tendring District Council for this
financial year for the specific purpose of funding cheap loans or similar
for works on empty properties. Whilst the Financial Assistance Policy does
allow for the offering of discretionary financial assistance for this type
of work, this is dependent on finances being available and the demand for
the mandatory Disabled Facilities Grants is such that discretionary forms
of assistance cannot be funded from the budget available for work in the
private sector.

b) The Government does not routinely allocate money for this work.
Financial assistance in this form would be purely at the discretion of
each Local Authority to consider in their range of priorities and funding
available from within that Local Authorities budgets, or if any bids could
be submitted for funding specifically for this purpose.

c) No money has ever been allocated specifically for this work in the
past in the Tendring District.

d) There is a Housing Initiatives Officer (Empty Homes) employed by
Tendring District Council. This is a new post created to deal specifically
with the high number of long term vacant properties in the Tendring
District. The member of staff commenced work in January 2009. At present
the ground work is being undertaken. An Empty Homes Strategy is due to be
adopted and targets have been set to bring a specific number of properties
back in to use in each year for the next three years. Bids for external
funding will need to be made to fully achieve these targets.

I hope this information is of assistance to you. However if you feel that
the Council have failed to deal with your request for information

Dear Gill Hall,

As far as I can see it appears that, although funding is not specifically allocated for the purpose of bringing empty properties back into use, that the budget that is received from Central Government could afford this facility if the budget was managed better It should be given more of a priority in Tendring as it seems strange that almost all other Local Authorities manage to provide some funding. I am glad to see that an Empty Property Officer has now been appointed, but yet again it seems that his/her hands will be tied unless funding is found to meet any targets that may be set. Relying on finding funding from other sources should not be the only option and will only serve to delay the process and stop the utilisation of valuable and useful additions to the housing market.
