Empty Homes

We're waiting for Raj Patel to read a recent response and update the status.

Dear Enfield Council,

I am looking for data on Vacant\Empty properties in the area. Are you able to provide details (addresses) or owners details?

We are also looking for details on out of town landlords (Can I
request the correspondence address for the landlord if you have
these?)

We buy houses and bring them back to life enabling more properties
back into the rental sector.
We want to offer the vendors a solution to this and offer our
services. I understand that many councils hold this sort of data?

I would like to understand if the local authority has an Empty
Property Strategy, the extent of empty property in the area,
how the local authority plans to deal with it and the names and
contact details of officers within the council who are responsible
for it.

Thank you for your Freedom of Information request received 24 April 2018
my apologies for the delay in responding to you.  Where you requested
information about privately owned rented or abandoned residential
properties in the London Borough of Enfield

 

I can confirm that the London Borough of Enfield holds this information.

1. What is the borough’s empty homes strategy planning for the future or
where is the best place to locate this particular information.

2. Location address of privately owned, empty or abandoned (more than 6
months) residential properties (including street number and postcode).

Section 31 (1a) of the Freedom of Information Act applies to this request.
This section provides that information is exempt from disclosure if such
disclosure would prejudice the “prevention or detection of crime”. Putting
the addresses of empty properties (residential or otherwise) within the
borough into the public domain would, in the authority’s view, compromise
the security of the buildings concerned and would prejudice the objectives
of preventing criminal behaviour. We consider there is a significant risk
that releasing details of empty properties might lead to burglary, arson
or squatting.

Section 31 is a qualified exemption to which the public interest test must
be applied. There do not appear to be any obvious public interest
considerations that would weigh in favour of disclosure beyond that
wherever possible it is in the public interest for them to have access to
information. There is, however, in our view clear public interest
considerations that weigh in favour of not disclosing the information,
since to do so would prejudice the objective of prevention of crime which
is of course in everyone’s interests. Having considered whether the public
interest weighs in favour of disclosure or non-disclosure, in this
instance the authority has decided that it is not in the public interest
to release such information.

 

If you are dissatisfied with the handling of your request, you have the
right to ask for an internal review. Internal review requests should be
submitted within two months of the date of receipt of the response to your
original letter and should be addressed to:
