Empty domestic properties by parish

We're waiting for Bugault Olivia to read recent responses and update the status.

Dear Powys County Council,

I am writing to ask you to supply details around Empty Domestic Properties (Council Tax) by Parish.

I would like: 

1 The number of 

2 address (including street number and postcode) of homes that:
a) have been empty for over 6 months 

b) have been empty for under 6 months 

c) your empty homes strategy including what empty homes (if any) 
you prioritise.

I am requesting this information in an excel format.

If you cannot provide all lines of the address, the ward area and postcode will suffice.

If you are unable to provide this information please advise me as to how to refine my request to make the information easier to find.

If you are only able to partially disclose the information please do so - and if some of the information is already readily available please direct me as to where to find it.

Empty Properties  

 

The above is a summary of your request. The full details of the
information sought is provided to the officer to whom the request is
tasked.

 

Your request will now be considered and you will receive a response within
the statutory timescale of 20 working days as defined by the Act, subject
to the information not being exempt or containing a reference to a third
party. In some circumstances Powys County Council may be unable to achieve
this deadline. If this is likely you will be informed and given a revised
time-scale at the earliest opportunity.

 

There may be a fee payable for the retrieval, collation and provision of
the information you request. If this is the case you will be informed and
the 20 working day timescale will be suspended until we receive payment
from you. If you choose not to make a payment then your request will
remain unanswered.

 

Some requests may also require either full or partial transference to
another public authority in order to answer your query in the fullest
possible way. Again, you will be informed if this is the case.

This is to inform you that your request has been considered and I can
provide the following response:

The Response:

We have chosen not to release postcodes as to do so, with the small sample
sizes of homes that many Powys Postcodes would return, would risk the
release of information exempt under section 31(1)(a) of the Freedom of
Information Act 2000. Powys County Council appreciates that there is a
public interest in how taxation and tax exemptions are applied, In
releasing a list containing an entry of each such empty property
identified by ward only we feel that we are providing enough information
to base statistical analysis on and therefore satisfy the public interest.
To release any more detailed geographical data would risk the easy
identification of individual properties currently standing empty which in
turn would place those properties at risk of vandalism, theft or unlawful
usage.  As such, and in line with the exemption below, we are refusing
that part of your request.

Section 17 of the Freedom of Information Act 2000 requires Powys County
Council, when refusing to provide such information (because the
information is exempt) to provide you the applicant with a notice which:

(a)  states that fact;

(b)  specifies the exemption in question and

(c)  states (if that would not otherwise be apparent) why the exemption
applies.

In this instance the relevant exemption is Section 31 (1) (a) of the
Freedom of Information Act.

Section 31: Law enforcement

(1) Information which is not exempt information by virtue of section 30 is
exempt information if its disclosure under this Act would, or would be
likely to, prejudice -

(a) The prevention or detection of crime

In accordance with Section 31 (1) (a) of the Freedom of Information Act
2000 I am unable to provide you with the details you have requested.

 

 

We believe that this request is now complete and shall be closed
immediately. Should any further information be requested regarding this
topic, a separate request will need to be submitted.
