Dear R K Namirembe

I refer to your recent email dated 20/06/2018 requesting the following
information under the Freedom of Information Act 2000 (“FOIA”):

“I have indefinite leave to remain and would like to join university. Am I
eligible to apply for student finance.”

Your request has been allocated reference 145-18.

Response

You have requested confirmation of your own personal eligibility to
student finance.  This is considered to be information relating to
yourself, therefore exempt from disclosure under section 40(1) of the
FOIA.

I would repeat the response issued to a similar request also submitted via
whatdotheyknow.com in November 2017 (which is available at

I can confirm that a student with Indefinite Leave to Remain may be
eligible to apply for a student loan.  However, settled status in itself
does not automatically confer eligibility to student finance – all other
eligibility requirements must be met before student finance would be
awarded.

In very general terms, eligibility to student finance depends on the
following:

·        the applicant’s university or college;

·        the applicant’s course;

·        if the applicant has studied a higher education course before;

·        the applicant’s age; and

·        the applicant’s nationality or residency status

Anyone can apply to the relevant UK student finance funding body (Student
Finance England, Student Finance Wales, Student Finance Northern Ireland
or Student Awards Agency Scotland), however a decision on eligibility, and
if eligible any entitlement, can only be confirmed once the applicant has
submitted a fully completed student finance application and any evidence
requested by the funding body which is required to assess the application.
 

Internal review process

If you are dissatisfied with the handling of your request, you have the
right to ask for an internal review.

Internal review requests should be submitted within two months of the date
of receipt of the response to your original request and should be
addressed to the Freedom of Information Office, Student Loans Company

If you are not content with the outcome of the internal review, you have
