Your request for information ref. SOT85602

 

Thank you for your request for information about if it is necessary to
agree to joining the Community Energy Scheme in order to be considered for
a Stoke on Trent City Council Tenancy.  Your request was received by the
Information Rights Team on 10 January 2020.  This is being dealt with
under the terms of the appropriate Information Rights legislation.

 

In some circumstances we may charge for information.  If there is a charge

Your request for information ref. SOT85602 about whether or not it is
necessary to agree to joining the Community Energy Scheme in order to be
considered for a Stoke-on-Trent City Council Tenancy

 

We have now considered your request and a copy of the information is
attached below.

 

The information supplied may be used for domestic or journalistic
purposes.  Its use for commercial gain including issuing to the public,

Request: Can you confirm that it is now necessary to agree to joining the
Community Energy Scheme in order to be considered for a Stoke-on-Trent
City Council Tenancy?  If so, from what date did this become the case?

Response: The Council, through its partnership with Solarplicity, is
currently installing solar panels on all of its properties where they can
be suitably provided when they become vacant.  It is also the case that
existing tenants have the option to join the scheme and, where they chose
to do so, the properties they live in will have panels installed which
will remain in situ if the property becomes empty.

 

Over 4,000 Council owned homes have already had panels fitted.

 

Once installed solar panels are considered to be part of the standard
fixtures and fittings of a property.  Where people do not wish to
participate in the scheme at the point of being offered an empty/void
property with panels fitted/planned to be fitted we will seek to identify
a property that is not capable of having panels fitted.

 

It is not therefore a requirement to join the Community Energy Scheme in
order to be considered for a Stoke on Trent City Council tenancy, however,
where tenants choose to accept a property where panels are already fitted
or will be fitted as part of the void works they will be expected to join
the scheme.

Section 5.3 of the Freedom of Information Code of Practice states:

“It is usual practice to accept a request for an internal review made
within 40 working days from the date a public authority has issued an
initial response to a request and this should be made clear in that
response to the applicant. Public authorities are not obliged to accept
internal reviews after this date. Internal review requests should be made
in writing to a public authority.”
