Dear Chief Electoral Officer for Northern Ireland,
I am unable to find any reason why someone not resident in Northern Ireland , but resident in England,Scotland or Wales would not be eligible for a Electoral Identity Card from looking at your website and the Electoral Fraud (Northern Ireland) Act 2002
I am seeking clarification on whether you would refuse to issue an Electoral Identity Card to residents of England,Scotland & Wales
I am also interested to know how many Electoral Identity Cards you have issued in the last year where the address given on the application form is in England,Scotland or Wales

Regulation 13 of the Representation of the People (Northern Ireland) Regulations 2008 (http://www.legislation.gov.uk/uksi/2008/...) states that anyone applying for the Electoral Identity Card must either be listed on a Northern Ireland electoral register or apply to be so registered. Therefore we do not issue cards to electors listed on electoral registers in England, Scotland and Wales and no such cards have been issued previously.
