With reference to the Elective Recovery Taskforce announced by the Department on 7 December 2022 and its associated terms of reference (https://www.gov.uk/government/groups/ele... ):

1) Please provide the "final report with recommendations" and the associated "implementation plan"

2) Please provide minutes of meetings held

Since 15 February 2021, anyone travelling to the UK from a red-list
country has been required to quarantine in a managed quarantine facility
for a period of ten days. There will be periods where no countries are
listed, but the red list remains ready to be stood up should the global
epidemiological situation change. In these circumstances, there is
guidance available on a range of queries.

I am writing to request an internal review of Department of Health and Social Care's handling of my FOI request 'Elective Recovery Taskforce'.

1) Section 22 exemption

Regarding the publication of the taskforce report, I note that you have cited Section 22 of the FOI Act (plans for future publication), but have not indicated the date or required circumstances for publication. As you may be aware, the ICO suggests that this exemption may be applied when one of the following conditions apply:

- there is a publication deadline; or
- publication will take place once other actions have been completed; or
- publication will take place by reference to other related events; or
- there is a draft publication schedule that hasn’t been finalised.

I request that you review your response and, if the exemption is upheld, please confirm the conditions under which publication will occur.

2) Section 35 exception

I am requesting an internal review, with particular focus on the public interest test, which I think has overlooked some important points in favour of disclosure.
