Dear Sir/Madam,

My request is in regard to the proposed new Diploma of Higher Education Programmes being set up by the East of England Ambulance Service (EEAS), provided by the University of East Anglia (UEA) and Anglia Ruskin University (ARU).

1.) Please confirm whether or not you have already been asked to approve the new paramedic programmes at the above universities.

2.) Please confirm whether you have already visited the UEA or ARU in relation to the above course and when, or if you have plans to do so, and when.

3.) Please provide all documents, correspondents, emails and reports relating to any visits to the UEA and ARU relating to the above course between the HCPC, EEAS, UEA and ARU, between January 2014 and present.

4.) After a visit by the HCPC to the UEA in March 2015, it was “recommended to the Education and Training Committee for a revisit”. Please outline the reasons for this and explain what inspectors were not happy with, and the areas which needed improvement in order to meet your criteria. Also please state if a date has been set for a re-visit.

4.) Please confirm whether the 400 trainees at the EEAS, due to start the diploma courses at UEA and ARU , will be eligible for registration as paramedics, when and if the courses are approved by the HCPC. If the answer is “no”, please outline the reasons for this.

Dear Ms Bradbrook

Thank you for your recent information request regarding HCPC approval
visits. Your request has been handled under the Freedom of Information Act
(FOIA) (2000).

I have responded to your questions in the order they were put below.

1.) The HCPC has received approval requests from these universities.

2.) The HCPC visited UEA on ARU on 18-19 March and 26-27 March 2015.

3.) Please find attached the information you have requested. Some personal
data of university employees has been removed or withheld under section 40
of FOIA. In addition copies of interview questions and test questions have
been redacted under section 21. The amount of data is large and cannot be
sent in one email. A further emails will follow this one with the other
sections of data.

4.) The visitors report and the decision of the Committee is available on
our website from the 4 June 2015 Education and Training Panel meeting:
enclosure section 3C and minutes section 3C.

The date for the further visit is 24-25 August.

5.) Any student cohorts commencing after the date a programme is approved
by us would be eligible for registration with HCPC upon successful
completion. This would also be the case for the ARU and UEA programmes if
they are approved. Any cohorts commencing prior to HCPC approval being
granted would not be eligible.
