I am writing to ask you to clarify your request. 
 
1.2. Between these dates how many children and young people met face to
face with an Educational Psychologist during the needs assessment?

Do you mean how many face to face visits were done by EPs as part of EHCAs
during the dates specified or do you mean how many face to face visits
were done for any EHCPs (and EHCAs that did not become plans) within the
dates?
 
I will not be able to take this matter further without this extra
information from you. Please let me know by 16 June 2021.
 
If I do not hear from you within the timeframe provided, I shall take it
that you do not wish to pursue this request and will consider the request

Dear Bristol City Council,

I mean how many face to face visits were done by EPs as part of EHC needs assessments during the dates specified.

So *say* you did 130 needs assessments in that period, I would like to know how many of the 130 saw an EP face to face.

A needs assessment comes before the issuing of an EHCP. So I anticipate that some children within this figure later went on not to receive an EHCP.

I do not want the figures for face to face annual reviews to be included. Purely needs assessments.

Dear Bristol City Council,

Your main obligation under the Freedom of Information Act is to respond to requests promptly, with a time limit (20 days) acting as the longest time you can take.

When an authority receives an unclear or ambiguous FOIA request, its Section 16 duty to provide advice and assistance will be triggered and it must go back to the requester to ask for clarification. Part II paragraph 9 of the Section 45 Code of Practice states the authority should ensure that there is no undue delay in requesting clarification.

You asked for clarification on 28th May and the clarification was provided on the 28th May. As such there should be no delay in you answering my question or in the very worst case scenario a delay of one day. In future if you would like to clarify a request please do so without delay as stated within Part II paragraph 9 of the Section 45 Code of Practice.

This request has now passed the legal deadline so please provide the requested information.
