I notice from a supplier website that the council is planning to adopt a new Education Management System from LiquidLogic. Could you please advise the following:

1.When did the Council purchase this system?
2. Was there a business case identifying the reasons for moving to a new market entrant solution for Admissions and Education Management? If yes can you this be shared please as part of this response.
3. What was the total contract value of this purchase?
4. How long was the contract for?
5. What procurement framework was used to purchase this system?
6. When are the Council actually planning to go-live with this system?
7. Has the council stopped paying support and maintenance on their old Education Management Solution yet? If not when are you expecting to stop paying support and maintenance on the following Education Systems: a) Admissions and Transfers, b) Early Years, c) Family information Services Directory, d) Special Educational Needs, e) Transport, f) Governors, g) Childrens Centres Management (Estart),
8. How much does the Council pay annually in support and maintenance for this system(s)?

I am writing to request an internal review of Rochdale Metropolitan Borough Council's handling of my FOI request 'Education Management System'.

The following requests were rejected and I would maintain they are in the public interest to understand how a local authority spends public money, and indeed how much public money is spent on systems and services.

2. Was there a business case identifying the reasons for moving to a new market entrant
solution for Admissions and Education Management? If yes can you this be shared please
as part of this response.

Response: Subject to Section 43 exemption.

Query: The question does not ask for any specific cost information just a rational or business case around the purchase. If correct and legal local authority procurement process was followed then this information should be available.

3. What was the total contract value of this purchase?
Response: Subject to Section 43 exemption.
Query: The request refers to a past transaction, which is now contracted until 2022 so i do not believe this will prejudice the commercial interests of any person or party. The local authority has already spent the money so would like a review of this as i think it is in the public interest to understand what was spent on systems for the running of the council.

5. What procurement framework was used to purchase this system?
Response: Tender process documents are located on the ‘Chest’ – https://www.the-chest.org.uk/
Query: This information is not available on www.the-chest.org.uk can you please advise a contract number of a direct link to the contract information.

8. How much does the Council pay annually in support and maintenance for this
system(s)?
Response: Subject to Section 43 exemption.
Query: As it will be at least 2 years since purchase of the system till its eventual use, i think this dual running cost is in the public interest.

Please confirm in which file this information is help. With Rochdale being very secretive over the award of the contract it it impossible to locate the information in the multiple files issued on this site please specify the file or value as requested.

The reference number provided does not exist. Please provide a copy of the notice issued which ensured best value for money and allowed for fair competition.

8. How much does the Council pay annually in support and maintenance for
this system(s)?
