Ecological aspects of the Charlton Hayes development

Dear South Gloucestershire Council,

Please could you release, in electronic form via this WhatDoTheyKnow request, any recorded information you hold pertaining to the Charlton Hayes development.

Please include:
a) any Environmental Impact Assessments carried out
b) details of any ecological information used in preparing the assessment or provided to the council in connection with it, or used by the council to judge the development proposals, management plans or mitigation/compensation mesaures.
c) details of any ecological management plans, and ecological mitigation or compensation measures taken, being undertaken or planned
d) details of any monitoring planned of the ecological impacts of the development or of the mitigation / compensation measures and any results of that monitoring.

Thank you for your Freedom of information request regarding the ecological
aspects of the Charlton Hayes development.

 

Please find below the response to your request:

 

All the information regarding the ecological assessment and monitoring of
ecology on the Charlton Hayes site (also referred to as ‘Northfield’) is
on our public website under the ‘Advanced Search’ facility for viewing
planning applications. There are a large number of large documents, so I
have not attached them, and I am not able to provide a direct link but
they can be found by going to the website: [1]www.southlgos.gov.uk, click
on ‘Planning Applications’ on the homepage, click on ‘View Planning
Applications’, then when you get to the page shown below, click on the
advanced ‘tab’ and put the application reference number PT03/3143/O in the
relevant box- this will bring up all information for the Northfield
/Charlton Hayes site.

 

 

Essentially the information on the website pertaining to ecological
aspects of the Northfield/Charlton Hayes outline planning application are
as follows:

o An Environmental Impact Assessment was submitted with the application
and was formally assessed as part of the application process by the
Council’s Ecologist
o The outline planning permission includes a number of ecological
conditions relating to the following: an ecological management plan
for slow worms (condition 37), a hedgerow protection plan (condition
38), a management plan for Filton Wood Site of Nature Conservation
Interest (condition 39) and an overall ecological management plan
(condition 40).
o All the above conditions on the outline planning permission have been
complied with and details of the ecological management plan for slow
worms, hedgerow protection, Filton Wood Site of Nature Conservation
Interest and the ecological management plan can all be viewed on
application reference: PT03/3143/O.

Thank you for your reply. I have searched the site following your instructions and am not completely certain which documents you refer to, as the names used on the site are different from those in your email.

Could you let me know which names are used on the website for the 5 documents you are referring to?

Dear Susan Davis- the following is the list of names of docs on the
PT03/3143/O file on the website. There are an awful lot of docs on this
file so I am not surprised you struggled to find them. The dates on the
website list relate to when the docs were loaded up, not necessarily the
date of the document.

 

·         Environmental Impact Assessment- x2 ‘Environmental Statement’,
x9 ‘Technical Appendix’ dated Oct 2003

·         The planning permission – ‘Decision’ dated March 2008

·         Letters discharging conditions- various marked as the condition
number but dated Dec 2008, and April 2012

·         SNCI Filton Wood management plan- ‘Condition 39 Woodland
Management Plan’ dated April 2012

·         Slow worm mitigation, hedgerow protection and ecological
mitigation management plans- part as above and part called ‘Conditions 38
and 40 ecological  mitigation’ dated April 2012
