Dear Aberdeen City Council,

I would like to request the following information.

1 In your local authority, what was the estimated  population in 2017/18 of:

a Vulnerable 2 year olds eligible for free early years and childcare provision?
b 3 – 5 year olds eligible for free early years and childcare provision?

2 In the final term of 2017/18, how many early years and childcare places were made available for:
a Vulnerable 2 year olds?
b 3 - 5 year olds?

3 In the final term of 2017/18, how many early years and childcare places for vulnerable 2 year olds were made available in
a Council nurseries?
b Partner providers?

4 In the final term of 2017/18, how many early years and childcare places for 3 – 5 year olds were made available in
a Council nurseries?
b Partner providers?

5 In the final term of 2017/18, how many council nursery places for vulnerable 2 year olds were made available as
a Half day, term time only?
b Half day,  year round?
c Full day, term time only (ie: two free half day sessions in the same day plus lunch)?

Council (ACC) has completed the necessary search for the information
requested.

 

1. In your local authority, what was the estimated  population in 2017/18

provision?

586 children are estimated to be eligible in Aberdeen.

 

b. 3 – 5 year olds eligible for free early years and childcare provision?

4,834 children are estimated to be eligible.

 

2. In the final term of 2017/18, how many early years and childcare places
were made available for:

a. Vulnerable 2 year olds?

192 places were made available.

 

b. 3 - 5 year olds?

3,566 places were available in LA EL&C settings for 3 – 5 year olds.

 

3. In the final term of 2017/18, how many early years and childcare places
for vulnerable 2 year olds were made available in

a. Council nurseries?

77 places.

 

b. Partner providers?

115 places.

 

4. In the final term of 2017/18, how many early years and childcare places
for 3 – 5 year olds were made available in

a. Council nurseries?

3,566 places were available.

 

b. Partner providers?

We do not limit the places available in funded centres, this is demand
led.

 

5. In the final term of 2017/18, how many council nursery places for
vulnerable 2 year olds were made available as

a. Half day, term time only?

3, 066 places were allocated.  It should be noted that places are
allocated in May for the full academic year (ie January and April starts
are included in this figure).

 

8. In the final term of 2017/18, how many council nursery places were
taken up for

a. vulnerable 2 year olds?

68 places.

 

b. 3 – 5 year olds?

3,213 places were allocated.

 

9. In the final term of 2017/18, how many Full Time Equivalent places are
available for

a. vulnerable 2 year olds?

b. 3 – 5 year olds?

10. What was the full annual value of a funded partnership place in
2017/18?

For 3 and 4 year olds: (£4.10 x 38 weeks x 15.78 hours) maximum of £2,459
per year.

 

For 2 year olds: (5.50 x 38 x 15.78 or 5.50 x 50 x 12) = £3,300 Funded
Partners.

                           (6.00 x 48 x 12.5) = £3,456 Childminders.

 

11. Do you fund all eligible children attending partner providers?

Yes, as long as they attend the required hours.

 

12. In the final term of 2017/18, how many eligible children did not
receive their early years and childcare funding whilst attending:

a.  partnership settings?

b. Care Inspectorate registered childcare settings outwith the partnership
scheme?

Aberdeen City Council would not hold details of eligible children who are
not attending a funded place.

 

ACC is unable to provide you with information on how many eligible
children did not receive their early years and childcare funding whilst
attending partnership settings or Care Inspectorate registered childcare
settings outwith the partnership scheme as it is not held by ACC.  In
order to comply with its obligations under the terms of Section 17 of the
FOISA, ACC hereby gives notice that this information is not held by it. 

 

13 How many funded partnership places did you commission in 2017/18?

1,250 places.

 

14. How many early years staff do you employ:

Full time?

Me2 x 12

 

Part time?

Me2 x 0.5

 

There are 244.29 FTE staff – the staff numbers quoted are those directly
employed in nursery provision and do not include indirect staffing, for
example those involved in janitorial or management duties.

Dear Foi Enquiries,

Thank you for your response. Can I please seek clarification of the responses to questions 9 and 14?

Question 9 seeks a figure for the number of places available for vulnerable 2 year olds and 3-5 year olds. Although the question asks for this information to be expressed in FTE places, it does not assume that the places are actually provided on a full time basis. The response of zero therefore does not make sense, given that responses to other questions make clear that childcare places are in fact provided. Could you please revisit this question?

On question 14, I do not understand the way in which the number of part time and full time staff is expressed. The aim of this question is to elicit a number in headcount terms for full time and part time staff. Could you please revisit this question?

We asked the Service to re-check the responses provided to both Questions:

 

In relation to Question 9, the answer is 0 as there are no full time local
authority places for 2 year olds or 3 and 4 year olds. .  All local
authority EL&C places are AM or PM sessions term time only.

 

In relation to Question 14, the are 12 Full Time and 1 Part Time staff are
employed.
